RFPs: HRSA Teaching Health Center Programs

This month, the federal Health Resources and Services Administration (HRSA) released two Requests for Proposals (RFPs) to support community-based primary care residency programs:

  • Teaching Health Center Planning and Development Program (THCPD)
    • Funds community-based ambulatory patient care centers to support the establishment of new accredited primary care residency programs.
    • Up to 50 awards of approximately $500,000 each over two years.
  • Teaching Health Center Graduate Medical Education Program (THCGME) 
    • Funds community-based ambulatory patient care centers that have existing residency programs to support additional resident FTE positions.
    • Approximately $46 million in FY 2022 at a rate of $160,000 per FTE for a total of 287 FTE positions, with subsequent payment amounts to be determined.

Non-community-based ambulatory patient care settings such as teaching hospitals, health care systems and/or networks, and academic institutions are not eligible to receive funding unless they are part of an established Graduate Medical Education (GME) consortium. 

SPG’s summaries of both RFPs (THCPD and THCGME), as well as the full RFPs (THCPD and THCGME), are attached. Applications for the THCPD program are due on August 30th and applications for the THCGME program are due on September 21st.
