SAMHSA Releases NOFO for Screening, Brief Intervention, and Referral to Treatment (SBIRT) Model

On February 12th, the federal Substance Abuse and Mental Health Services Administration (SAMHSA) released a Notice of Funding Opportunity (NOFO) for implementation of the Screening, Brief Intervention, and Referral to Treatment (SBIRT) model for children, adolescents, and/or adults in primary care and community health settings or schools. Award recipients will be expected to deliver early intervention for individuals with risky alcohol and drug use and provide timely referrals for more intensive treatment for those with substance use disorders.

SAMHSA will provide $9.95 million in total annual funding across 10 awards (up to $995,000 in annual funding per awardee). Contracts will last for up to five years, starting September 30th. Eligible applicants include health facilities and other public or private not-for-profit entities. Recipients who received funding from SAMHSA in Fiscal Years 2021, 2022, or 2023 for SBIRT are not eligible to apply for this funding opportunity.

DOH Releases Addendum and Questions and Answers Document for the HIT, Cybersecurity, and Telehealth Transformation Funding RFA
On February 13th, the New York State (NYS) Department of Health (DOH) released an Addendum and Questions and Answers document for the Statewide Health Care Facility Transformation Program (SCHFTP) IV and V Health Information Technology, Cybersecurity and Telehealth Transformation Request for Applications (RFA). The Addendum clarifies that: 

  • Applicants may only submit one project proposal;
  • Applicants must be not-for-profit organizations;
  • An organization submitting an application that benefits multiple organizations should provide letters of support from each of these organizations as part of the application; and
  • Software licenses are eligible one-time expenses with a term of at least five years(previously three years).

The Questions and Answers document clarifies that if a project aligns with more than one of the four project categories described in the RFA, the applicant should use its discretion to select the category that is most appropriate. The document also confirms that there is no minimum or maximum award amount, and budget requests should reflect the proposed project. The total amount of funding to be awarded through this RFA will be $650 million ($400 million for capital and $250 for non-capital expenses).

OMH Releases RFP for the Development and Operation of Treatment Apartment Program (TAP) Housing Units
On February 1st, the NYS Office of Mental Health (OMH) issued a Request for Proposals (RFP) for the development and operation of up to 171 Treatment Apartment Program (TAP) housing units statewide. The target population for these housing units is individuals with a serious mental illness and/or co-occurring mental illness and substance use disorder who are: 

  • Being discharged from State-operated Psychiatric Centers or residential programs;
  • Being discharged from an Article 28 or Article 31 hospital and in need of Apartment Treatment housing or for whom housing would assist in a diversion from a State PC;
  • High users of Medicaid services and referred by Health Homes;
  • Experiencing street homelessness or in temporary shelter settings;
  • Current residents of an OMH licensed Community Residence (CR) or Community Residence – Single Room Occupancy (CR-SRO) operated by a voluntary agency, prioritizing individuals with a length of stay greater than two years; or
  • 18 years or older and being discharged from a Residential Treatment Facility (RTF).

Awards will be made in the following four regions: Western New York (35 units), Central New York (29 units), Hudson River (20 units), and New York City (96 units). Applicants proposing to serve counties that span multiple regions must submit a separate application for each region. Applicants proposing to serve New York City may apply for up to 30 units.

Ongoing operational funding will be provided using a combination of Supplemental Security Income (SSI) and Medicaid funding, consistent with the OMH fiscal model for the Apartment Treatment residential program. Each agency’s current programmatic structure will determine specific funding amounts. Program Development Grant (PDG) funds are also available and are based on the most current rate at the time of opening (currently $9,410 per bed).

Eligible applicants are not-for-profit 501(c)(3) organizations with experience operating housing or mental health programs. Contracts will last for five years, beginning July 1st.

OMH Releases RFP for Children’s Behavioral Health Training and Technical Assistance Center
On February 13th, OMH issued an RFP for the development of a dedicated training and technical assistance center to support children’s behavioral health providers statewide. Eligible applicants are not-for-profit 501(c)(3) organizations and/or academic institutions with capacity to provide trainings on a statewide basis. Applicants should have: 

  • Experience and proficiency conducting statewide training and providing technical assistance through in-person and remote means, using the necessary technology to reach a large audience;
  • An established Learning Management System to promote, conduct, and track education and training sessions, along with those registered and participating; and
  • An understanding of health care in NYS and the children’s mental health and substance use systems of care.

The award recipient may subcontract with content experts for specific deliverables. One award will be made in the amount of $32.5 million over the five-year program ($6.5 million in annual funding). The contract will start July 1st.

OASAS Releases RFA for the Development of Comprehensive Outpatient Treatment Programs
On February 8th, the NYS Office of Addiction Services and Supports (OASAS) released an RFA for the development of Comprehensive Outpatient Treatment Programs statewide. A Comprehensive Outpatient Treatment Program has co-located OASAS Part 822 Outpatient Services and OASAS Part 822 Opioid Treatment Program (OTP) services that are available to all enrolled patients. All services, except medication dispensing, are physically merged.

Through this opportunity, OASAS will provide up to $9.5 million in total funding across 17 awards. Awards will be one-time funding and may support services for up to 18 months. Funding may be used to assist providers with: 

  • Integrating existing co-located Outpatient Services and OTPs (up to 4 awards of up to $374,000 each);
  • Developing new OTPs in order to integrate with existing Outpatient Services (up to 4 awards of up to $660,000 each);
  • Expand access in existing OTPs in order to provide services to non-medication for addiction treatment (MAT) populations by adding Outpatient Services (up to 4 awards of up to $402,000 each); or
  • Creating new Outpatient Services and OTP integrated programs at a new location (up to 5 awards of up to $760,000 each).

Certified Community Behavioral Health Clinics (CCBHCs) that are NYS-funded, outpatient rehabilitations, proprietary entities, and Outpatient Services or OTPs with certificates or applications that are hosted by OMH or DOH are not eligible to apply for funding through this RFA.
