DOH Extends Deadline for Technology Transformation RFA to March 28th 
The New York State (NYS) Department of Health (DOH) has extended the deadline for the Statewide Health Care Facility Transformation Program (SHCFTP) Health Information Technology, Cybersecurity, and Telehealth Transformation Request for Application (RFA) to March 28th (previously March 13th).

DOH Extends Deadline for 1115 Waiver SCN RFA, Releases Q&A Document
DOH has extended the deadline for the New York Health Equity Reform (NYHER) 1115 Waiver Social Care Networks (SCN) RFA to April 5th (previously March 27th). The updated RFA also includes clarifications to eligibility and changes to service descriptions for medically tailored meals. DOH also recently released a Question and Answer document (available here) that addresses eligibility, network administration and capacity building, overlap with other types of care management, payments and performance evaluation, and data/IT infrastructure, among other topics.

OMH Releases RFP for the Development and Operation of Scattered Site Supportive Housing
On February 29th, the NYS Office of Mental Health (OMH) released a Request for Proposals (RFP) for the development and operation of up to 280 units of Scattered Site Supportive Housing for individuals with serious mental illness. There will be 70 units awarded in each of the following regions: Long Island, Hudson River, Central New York, and Western New York.

Eligible applicants are not-for-profit 501(c)(3) organizations that: 

  • Have experience providing housing and supportive services to individuals with serious mental illness and/or co-occurring disorders through contracts with city, state, or federal government; and/or
  • Provide mental health services to individuals with serious mental illness through providers that are licensed by OMH or are under contract with OMH or the county Local Government Unit.

There is no capital funding available through this RFP. Operating funding provided through this RFP is a combination of client rent payments and OMH funds. Funding may be used for rent stipends, housing case management services, and contingency funds. Contracts will last for five years, starting October 1st. Awarded applicants will have nine months from the date of contract approval to develop all units.

OMH Releases RFP for Enhanced Scattered Site Supportive Housing for Young Adults
On March 5th, OMH released an RFP for the development and operation of four 25-bed Enhanced Young Adult Scattered Site Supportive Housing programs. The target population for this housing is young adults (ages 18-25) with serious mental illness who are homeless, coming from an institutional setting, or leaving foster care. The enhanced model includes both enhancements to current supportive housing services and new services that are important for young adults. There will be one award in each of the following regions: Brooklyn, Queens, Hudson River, and Western New York (Monroe or Erie County).

The enhanced funding available through this RFP will be used to hire two additional staff members per program: a Psychiatric Rehabilitation Specialist with vocational experience and a Peer with lived experience. Funding may also be used to augment the salary of the Program Manager to ensure clinical experience and expertise. Eligible applicants are not-for-profit 501(c)(3) organizations that currently operate scattered-site supportive housing in NYS.

There is no capital funding available through this RFP. Operating funding provided through this RFP is a combination of client rent payments and OMH funds, including an additional $5,000 per unit to support the enhanced services. Funding may be used for rent stipends, housing case management services, enhanced services, and to cover consumer emergencies. Contracts will last for five years, starting October 1st.

OMH Releases RFP for Development and Operation of 15-Unit Short-Term Transitional Residence in Manhattan 
On February 29th, OMH released an RFP for the development and operation of a 15-unit Short-Term Transitional Residence (STTR) located in Manhattan (550 West 20th Street, New York, NY). The STTR will serve adults with serious mental illness who need additional support and skill-building in order to move to more independent housing. Both capital funding for the development of this project and operating funding will be available to the selected applicant. Eligible applicants are not-for-profit 501(c)(3) organizations with experience operating a licensed mental health housing program.
