NYS and NYC Opportunities

NYS to Transition Grantmaking Activities from Grants Gateway to the Statewide Financial System (SFS) 
On January 16, 2024, New York State (NYS) will retire Grants Gateway and transition grantmaking activities to the Statewide Financial System (SFS). SFS is the State’s accounting and financial management system, which is used to manage contracts and payments. The State anticipates improvements to grants management following the transition, including paperless registration and an enhanced prequalification interface. There will be a blackout period during the transition from Grants Gateway to SFS from January 9, 2024 through January 17, 2024, during which certain applications (including the DASNY NICIP application) will not be available.

Organizations should prepare for the transition by logging in to SFS (here) using the login credentials provided to the organization’s primary contact to verify access and ensure that the organization’s profile is up to date. Existing Grants Gateway accounts will not be converted to the SFS portal. However, many Grants Gateway transactions will be converted to the new system. Grantees will have approximately six months following the transition to download and store any historical information that was not automatically converted to SFS.

OMH Issues RFP for Assertive Community Treatment (ACT) Older Adult Team in the Bronx
On December 6th, the NYS Office of Mental Health (OMH) issued a Request for Proposals (RFP) for the development of one 48-capacity older adult Assertive Community Treatment (ACT) team in the Bronx. ACT is a 24/7, evidence-based, multidisciplinary team approach to providing comprehensive and flexible treatment, support, and rehabilitation services to individuals in need. The ACT team will serve older adults (age 55+) with serious mental illness (SMI) who have not been successfully engaged by the traditional mental health treatment and rehabilitation system in NYS.

Eligible applicants are not-for-profit 501(c)(3) agencies with experience providing mental health services to individuals with SMI. Contracts will last for five years, beginning on May 1, 2024. A total of $450,000 in start-up and ramp-up funds will be allocated to the selected applicant at the beginning of the contract. The ACT team will also receive ongoing Medicaid revenue, net deficit funding, and service dollars (per recipient funds allocated for flexible spending on the immediate needs of enrolled individuals) for a downstate 48-slot team, as follows: 

  • Annual expected Medicaid revenue: $862,428
  • Annual net deficit funding: $92,283
  • Service dollars: $25,790

OMH Issues RFA for Individual Placement and Support Initiative for CORE PSR 
On December 5th, OMH issued a Request for Applications (RFA) to support implementation of the Individual Placement and Support (IPS) initiative for Community Oriented Recovery and Empowerment (CORE) service providers designated to provide Psychosocial Rehabilitation (PSR). IPS is an evidence-based supported employment model for people with serious mental illness that integrates employment services with mental health treatment. OMH will award $11.25 million in total funding to support non-billable employment-related services and the salary for an IPS Employment Specialist. Contracts will last for five years, beginning on April 1, 2024.

Eligible applicants must: 

  • Be designated to provide CORE PSR;
  • Have OMH as their host agency for CORE services (or request that their host agency change to OMH as part of the application for this contract); and
  • Serve at least 50 unique individuals in CORE PSR, as measured through claims paid from June 1, 2022 through May 31, 2023.

OMH will provide annual awards of $71,858 to successful upstate applicants and $77,567 to successful downstate applicants. Providers serving at least 100 unique individuals in a single county or at least 70 unique individuals in two or more counties will be eligible for funding to support two IPS Employment Specialists, for a total of $143,716 (upstate) and $155,134 (downstate) in annual funding. Organizations that operate ACT teams are not eligible to apply for funding through this RFA. OMH will issue separate funding opportunities related to the IPS initiative for organizations with ACT teams.

NYC DHS Releases Open-Ended RFP for Shelter Facilities for Homeless Single Adults
On November 28th, the New York City (NYC) Department of Homeless Services (DHS) released an RFP seeking qualified applicants to operate transitional housing shelter facilities for single adults. Awarded applicants will also be expected to provide case management and other social services, including referrals to appropriate community-based services and assistance securing alternative housing.

Eligible applicants are not-for-profit 501(c)(3) organizations with experience providing social services to the target population and operating homeless residences and/or low-income housing programs. The payment structure will be line-item budget reimbursement. Start-up funding will be negotiated with the contractor. Contracts will last for five years, with one four-year renewal option.
