NYS Issues RFP for 13 Existing Behavioral Health Clinics to Become CCBHCs

On July 6th, New York State (NYS) released an RFP to establish 13 new Certified Community Behavioral Health Clinics (CCBHC) sites statewide.

CCBHCs are the behavioral health analogue to the Federally Qualified Health Center (FQHC) model, offering integrated behavioral health care to all individuals regardless of ability to pay. These CCBHCs will become participants in the federal CCBHC demonstration, meaning that they will be reimbursed at a comprehensive cost-based daily rate from Medicaid. Currently, in New York, the CCBHC daily rate ranges from $212 to $338, averaging $248.

The new CCBHCs will be converted from existing clinic sites operated by agencies with both Article 31 and Article 32 licenses across the state’s economic development regions. Among the 13 new clinics, the State intends to establish six in New York City and seven in the rest of the state, including at least one new CCBHC in: 

  • Each borough of NYC;
  • The Capital Region;
  • The Mohawk Valley; and
  • The Southern Tier.

The CCBHC model is widely viewed as an important advance in providing care to people with serious behavioral health needs, as the CCBHC becomes the center for coordinating physical, behavioral, and social care for its enrollees. The care model is administered by the federal Substance Abuse and Mental Health Services Administration (SAMHSA) and has received bipartisan support at the federal and state levels since the demonstration began in 2017.

Applications will be due September 28th. Awardees will receive a startup grant of $265,000 in order to convert their clinic site into a CCBHC by July 1, 2024.
