OMH and MCTAC to Hold Webinar on Lessons Learned for Outpatient Mental Health Clinics

On June 28th from 1-2:30pm, the New York State Office of Mental Health (OMH) will host a webinar to provide an update on the status of Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) program. MHOTRS is the new designation for outpatient mental health services delivered through OMH-licensed community clinics under Article 31 of the Mental Hygiene Law. 

These services were renamed as part of their move from the Medicaid clinic benefit to the Medicaid rehabilitative services benefit in November 2022, improving their financing structure. Post-transition, MHOTRS remains the primary route through which providers can access higher, government-mandated Medicaid reimbursement for mental health services provided in the community. 
 
The webinar will also be the final session of the MHOTRS Learning Collaborative, a joint effort between OMH and the Managed Care Technical Assistance Center (MCTAC) to educate providers on new regulatory flexibilities allowed under MHOTRS. The webinar will review key insights and takeaways on a broad range of topics including:   

  • Documentation; 
  • Billing; 
  • Implementation strategies; and  
  • Off-site services and peer support services.
