RFA: Family Support Service Programs for NYC Neighborhood Development Areas (NDAs)

The New York City (NYC) Department of Youth and Community Development (DYCD) has released a Request for Proposals (RFP) for qualified organizations to provide family support service programs in NYC’s Neighborhood Development Areas (NDAs). DYCD will fund applications across the 30 NDAs that have identified Healthy Families as a priority area. DYCD is the recipient of federal Community Services Block Grant (CSBG) funds through New York State and is responsible for distributing funding for programs on a local level in accordance with the goals of the CSBG statute. In order to maximize the impact of CSBG funding, DYCD targets programs to low income communities, which it designates as NDAs.

Programs must provide access services and family development coaching, and may choose to provide other services, such as education/career counseling, employment assistance, housing assistance/advocacy, and emergency services, among others. The target population for services is youth, adults, and families at or below 125 percent of the federal poverty level. At least 80 percent of the population served should reside in the proposed NDA. 

Eligible applicants are not-for-profit organizations located within or within one-half mile of the boundaries of the proposed NDA. DYCD anticipates providing over $6 million in total annual funding for the program to support services across the 30 NDAs. The proposed contract budget will be based on a price per participant rate of $952. No contract will be awarded for less than $100,000 annually. Applicants may propose services in more than one NDA; however, a separate proposal for each NDA must be submitted.
