Concept Paper: Comprehensive HIV-Related Services in NYC

On April 21st, Public Health Solutions (PHS), on behalf of the New York City Department of Health and Mental Hygiene (NYCDOHMH) Bureau of HIV, held a virtual town hall to discuss its recently-released Concept Paper for the PlaySure Network 2.0. Through this opportunity, PHS intends to fund the provision of a comprehensive health package of HIV-related services in both health care (Article 28-licensed) and non-health care settings. The Concept Paper outlines the basic intent of the forthcoming Request for Proposals (RFP), which includes the following goals: 

  • Increase access to and provision of a comprehensive health package of HIV-related services using an equity focused one-stop shop and holistic client-centered model for priority populations;
  • Increase provision of client-centered, affirming, non-stigmatizing, and anti-discriminatory services; and
  • Decrease inequities in access to and utilization of HIV prevention services, and related health outcomes, experienced by priority populations.

The RFP will be open to 501(c)(3) not-for-profit organizations based in New York City that have extensive experience providing health care and social support services to the target populations outlined in the Concept Paper. NYCDOHMH anticipates funding between 7 and 10 Article 28-licensed health care organizations with awards between $400,000 and $500,000 and between 13 and 20 non-health care organizations with awards between $350,000 and $425,000. Contracts are expected to last for three years, starting on January 1, 2022.
