RFP: Dementia-Capable HCBS Pilots for Targeted Populations

On February 26th, the Department of Health and Human Services’s (HHS) Administration for Community Living (ACL) released a grant opportunity for the Alzheimer’s Disease Programs Initiative (ADPI). The ADPI is designed to pilot dementia-capable home and community-based services (HCBS) programs, evaluate program outcomes, and use the resulting data to support sustaining successful initiatives after the end of the grant. Awarded applicants will work with ACL to advance non-clinical, social models of HCBS that support individuals with Alzheimer’s and related diseases (ADRD) and their caregivers.
 
ACL will award grants of between $550,000 and $1 million to up to 14 entities through this initiative. Entities may be State governments (Option A) or community-based organizations (Option B). Applicants under Option B may be public or private organizations that operate within an existing dementia-capable HCBS system. Option B projects will provide HCBS to targeted special populations as well as targeted dementia capability training. They should address each of the following identified gaps: 

  • Developing and delivering supportive services to persons living alone with ADRD; 
  • Improving the quality and effectiveness of programs and services dedicated to individuals aging with intellectual and developmental disabilities (I/DD) with ADRD; and 
  • Delivering behavioral symptom management training and expert consultation to family caregivers.
