Federal Opportunities

Administration for Community Living Releases NOFO to Develop National Training Programs for Aging and Disability Service Providers 
On April 1st, the federal Administration for Community Living (ACL) released a Notice of Funding Opportunity (NOFO) to fund an organization to work with community-based organizations and aging and disability service providers to increase the involvement of older adults with behavioral health needs in community-based programs. The awarded organization will conduct environmental scans and needs assessments of the target population; create and disseminate an online training program that can be broadly implemented through aging and disability services networks; and provide technical assistance to network providers in delivering evidence-based services and programs.
 
ACL will provide up to $3,260,699 in total funding for a cooperative agreement with one organization. The contract will last for three years, beginning on September 1st. Eligible applicants include institutions of higher education, 501(c)(3) non-profit organizations, and community-based organizations.

NYS and NYC Opportunities

DOH Extends Application Deadline for SHCFTP IV General RFA to April 24th 
The New York State (NYS) Department of Health (DOH) has extended the deadline for the Statewide Health Care Facility Transformation Program (SHCFTP) Round 4 Request for Applications (RFA) from April 20th to April 24th.

OPWDD Issues RFQ for Medication Regimen Review Services 
On April 2nd, the NYS Office for People with Developmental Disabilities (OPWDD) issued a Request for Quote (RFQ) for qualified contractors to conduct Medication Regimen Review Services for individuals residing in certified Individual Residential Alternatives (IRAs) and Intermediate Care Facilities (ICFs) owned and operated by OPWDD. Medication Regimen Reviews are required for approximately 7,057 people living in IRAs (on no less than an annual basis) and 445 people living in ICF residences (on no less than a quarterly basis), across the four OPWDD regions listed in Exhibit A of the RFQ. Contractors may submit quotes for one or multiple regions, and multiple contracts may be awarded.

Eligible contractors must be a NYS Small Business, a Certified Minority and Women Owned Business Enterprise (MWBE), or a certified Service-Disabled Veteran-Owned Business (SDVOB) with at least three years of experience conducting medication reviews for people with developmental disabilities in settings that require medication regimen reviews. The contractor must not have a current contract with the New York State Office of General Services to provide or dispense pharmacy drugs to NYS agencies or be a subcontractor of a current contract holder, due to potential conflicts of interest.

OPWDD Issues IFB for Transportation Services for OPWDD Day Habilitation Programs in Long Island
On April 2nd, OPWDD issued an Invitation for Bid (IFB) for a qualified contractor to provide transportation services for the Long Island Developmental Disabilities State Operations Office (DDSOO) day habilitation programs located in Nassau and Suffolk counties. The selected contractor will provide route-based, round-trip transportation services on weekdays for people with developmental disabilities and staff between their residences and day habilitation program sites. Contractors are required to provide a minimum of one attendant on each route to ensure the safety of passengers.

Eligible contractors must provide at least three work references that verify at least three years of relevant experience and must possess the applicable operating certifications pertaining to the transportation of passengers and people with developmental disabilities. Contractors must also comply with employee background checks, training requirements, and provide current information and complete attestations for all drivers. One contract will be awarded to the bidder that provides the lowest Estimated Annual Total Cost for Transportation Services, and payments will be made on actual services rendered. Contracts are anticipated to be for 35 months, beginning October 1st.
