NYS and NYC Opportunities
OMH Releases RFP for Short-Term Transitional Residence for Individuals with SMI and SUD
On March 28th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) for the development and operation of a 10-14 unit Short-Term Transitional Residence (STTR) primarily for individuals diagnosed with co-occurring serious mental illness (SMI) and substance use disorder (SUD). STTR is an unlicensed program model that is designed to provide short-term housing (up to 120 days) and additional services to support transitions to independent housing.
Through this RFP, OMH will allocate six awards as follows:
- Central NY (one award)
- Hudson River (one award)
- Long Island (one award)
- Western NY (one award)
- New York City (two awards)
Applicants may apply for multiple regions; however, a separate application will be required for each proposed region. Eligible applicants are not-for-profit 501(c)(3) organizations with experience operating a licensed, mental health housing program and providing supports to individuals with SUD. Both capital funding for the development of the project and operating funding will be available to selected applicants. Contracts will last for five years.

Private Foundations and Other
Mother Cabrini Opens 2024 Application Process; LOIs Due April 25th
On April 1st, the Mother Cabrini Foundation opened the application period for its 2024 grantmaking process. Letters of Inquiry (LOI) will be accepted through April 25th. Through this program, the Foundation annually provides awards to support not-for-profit organizations that sponsor activities, programs, and initiatives to enhance access to affordable, high-quality health care and related services for New Yorkers. The Foundation will generally consider grant proposals between $75,000 and $1 million for a project period of up to 12 months.
Applicants may submit LOIs through one of the five programs below:
- Access to Healthcare
- Basic Needs
- Healthcare Workforce
- Mental and Behavioral Health
- General Fund (for projects that target the Foundation’s eight priority populations)
Organizations are permitted to submit multiple LOIs for different proposals. Policy advocacy, research, and capital requests will be funded on a case-by-case basis. Current grantees may also seek renewal funding for their ongoing projects by submitting a request through the LOI process.
Applicants will be notified in June if selected to submit a full proposal and final award decisions will be made in two cohorts, in October and December.
