RFP: Mobile Mammography Van Services with Patient Navigation

On August 27th, the New York City Department of Health and Mental Hygiene (DOHMH) released a Request for Proposals (RFP) for one contractor to provide mobile mammography van services and patient navigation, including the provision of timely breast cancer screening services to economically disadvantaged and medically underserved women in New York City. The goals of this RFP are to achieve:

  • A relative increase in the number of women attending outreach events;
  • A relative increase in the number of women educated about breast cancer screening;
  • A relative increase in the number of women screened onsite by mobile mammography at recommended intervals;
  • Of those screened, a relative increase in the number of women with abnormal findings referred for further diagnostic services; and 
  • Of those with abnormal findings, increase in the number who receive timely diagnostic services.

DOHMH intends to fund one organization with $2.4 million in total funding over six years. The awarded applicant will be expected to bill insurance plans for onsite and offsite services that are reimbursable. Funding awarded through this RFP should only be used for non-billable services or for services delivered to uninsured and underinsured individuals. 

The awarded applicant will be required to have at least one fully functional mobile mammography van operating in New York City to be used for breast cancer screenings. The mobile mammography van must operate under a New York State Article 28-licensed Diagnostic and Treatment Center. Mammography van services should focus on one or more areas with a large proportion of Black women in the population, high rates of breast cancer mortality, and high poverty.
