OPWDD Announces $25 Million for Capital Projects at Article 16 and Article 28 Clinics to Support Care for People with Disabilities 
On September 11th, the New York State (NYS) Office for People with Developmental Disabilities (OPWDD) issued a Request for Applications (RFA) for the Regional Disability Health Clinic Program (RHDCP). The RHDCP will provide grants in support of capital projects that expand access to care for people with developmental disabilities at Article 16 and Article 28 clinics. The total amount of funding to support capital projects through this RFA is $25 million. Priority areas for funding include: 

  • Addition, expansion, or enhancement of dental services to a clinic;
  • Changes to physical plant/space to better accommodate wheelchairs;
  • Changes to physical plant/space to create sensory-friendly spaces; and
  • Additions or enhancements to improve access to specialty physical health services in health care deserts. 

Eligible costs include: 

  • Planning or design of the acquisition, construction, demolition, replacement, major repair, or renovation of a fixed asset or assets;
  • Construction, renovation, or equipment costs;
  • Asset acquisitions, including real property; and
  • Health information technology and/or telehealth hardware, software, and consulting costs (hardware costs must be at least 50% of total costs).  

Eligible applicants are not-for-profit Article 16 or Article 28 clinics, including Federally Qualified Health Centers (FQHCs) and off-site hospital extension clinics. Contracts will last for up to five years, starting March 1, 2026.

Answers to questions will be posted on October 8th. There will be a pre-application conference on September 19th. Interested parties may email OPWDDGrants@opwdd.ny.gov by September 17th to register.
