Federal Opportunities

HRSA Issues FY 2026 FQHC Service Area Competition
On July 22nd, the Health Resources and Services Administration (HRSA) posted a new Service Area Competition (SAC) opportunity for FY 2026. Through the SAC, organizations may apply to participate in the federally qualified health center (FQHC) program by taking over a grant in an existing service area. FQHCs are typically approved for a three-year period and, if they seek to renew, must reapply to the SAC. For this opportunity, there are additional SACs open in Manhattan and Staten Island.

NYS and NYC Opportunities

HCR Releases 2025 Multifamily Programs RFP
On July 17th, the New York State (NYS) Homes and Community Renewal (HCR) released the 2025 Multifamily Programs Request for Proposals (RFP), which consolidates the availability of funding for the HCR Multifamily Programs. These programs support affordable rental housing for low-to-moderate income individuals and families as part of the State’s five-year plan to combat homelessness and advance the construction and preservation of affordable housing. Awards include 9% Low-Income Housing Tax Credits and subsidy financing to sponsors proposing affordable and supportive multifamily housing projects. Projects may include new construction, rehabilitation, and/or adaptive reuse of site-specific projects that provide multifamily rental housing. Funding is not available for projects proposing to use tax-exempt bond financing.

All applicants are required to request and participate in a technical assistance (TA) session prior to application submission. The deadline to request a TA session is August 7th. Additional information on the TA process and the TA request form is available here.

NYC ACS to Award $5.9 Million for Youth Career Development and Education Services
On August 1st, the New York City (NYC) Administration for Children’s Services (ACS) issued an RFP seeking a partner to provide high-quality tutoring and training programs that support successful career development for youth. ACS anticipates awarding one contractor with over $1.98 million in annual funding to serve Brooklyn, Queens, and Staten Island. Services will be delivered in detention settings, residential placements, and in the community. Contracts will last for three years, starting on September 1, 2026, with options to renew for two additional three-year terms.  

Applicants must have: 

  • A minimum of five years of experience directly providing targeted workforce development, vocational training, or similar services to youth and court-involved youth;
  • Existing relationships with a network of referral sources and vocational, educational, and community partnerships; and
  • A minimum of five years of experience providing direct academic tutoring, remediation, or related educational support services, either directly or through a partner.
