DOH Seeks Contractor for Mental Health Prescreening and Evaluation of Transitional Adult Home Applicants
On June 24th, the New York State (NYS) Department of Health (DOH) issued an Invitation for Bids (IFB) seeking a single organization to provide mental health prescreen and evaluation services for people seeking admission to Transitional Adult Homes (TAH). The organization will be responsible for responding to and fulfilling preadmission requests from TAHs for prospective residents to determine if they have a serious mental illness (SMI).

Eligible applicants must have: 

  • A minimum of three years’ experience evaluating/assessing individuals suspected of having SMI;
  • A minimum of three years’ experience working with and on behalf of governmental entities making and issuing determinations based on an evaluation that an individual does or does not have SMI; and
  • An existing web-based intake, workflow, and reporting system to support all contract deliverables.

The awarded applicant must be able to complete approximately 2,400 prescreen referrals and 600 mental health evaluation referrals annually, and handle approximately 4,000 inbound/outbound emails and 800 inbound/outbound calls annually. There is no guarantee of work; the awarded applicant will only be paid for the actual number of completed prescreen referrals and mental health evaluation referrals. The contract will last for five years, starting on August 1, 2026.

OASAS Announces $8.4 Million for In-Community Clinic Services
On June 25th, the NYS Office of Addiction Services and Supports (OASAS) issued a Request for Applications (RFA) seeking Part 822-certified providers to offer in-community clinic services outside of their physical address. Services may be provided in-person or virtually and within various community locations, including social service agencies, hospitals, jails, shelters, and parks. OASAS will provide $8.4 million in total funding across fourteen 24-month awards (up to $300,000 in annual funding per applicant). There will be one award in each Economic Development Region (EDR) outside of New York City, and one award in each borough of New York City. Funding may not be used to supplant existing services, and administrative costs are capped at 20%.

Eligible applicants include existing OASAS Part 822 providers with a telehealth designation. Preference will be given to applicants that currently deliver or plan to deliver same-day Medication for Addiction Treatment (MAT) services and those that can establish formal partnerships with: 

  • Office of Mental Health (OMH) Street Outreach programs;
  • Federally Qualified Health Centers (FQHC); or
  • Certified Community Behavioral Health Clinics (CCBHCs). 

Applicants seeking to serve multiple EDRs or boroughs must operate certified outpatient programs in each of the EDRs or boroughs in which they are applying for funding. A separate application will be required for each EDR or borough to which the applicant is applying. Contracts will begin on January 1, 2026. Contingent on funding availability and provider performance, OASAS may extend contracts for up to three additional years following the initial 24-month contract period.

CDD Announces $400,000 Grant for Development of Mental Health Literacy Curriculum for People with I/DD 
On June 30th, the NYS Council on Developmental Disabilities (CDD) issued a Request for Proposals (RFP) seeking one organization to develop a web-based mental health literacy online curriculum and associated print guide to support practitioners, family members, and people with intellectual and/or developmental disabilities (I/DD) who have co-occurring mental health challenges. The tools will help clinicians and family members identify mental health symptoms and respond appropriately when an individual with I/DD is having a mental health crisis.

Through this opportunity, CDD will award up to $400,000 in total funding to the selected applicant during a two-year contract period (up to $200,000 in annual funding). The awarded applicant must ensure a match of at least 34% of the grant amount, which cannot come from federal sources. Matching funds may be derived from state, local, agency, and/or private sources in the form of cash or in-kind contributions, such as staff time, fringe benefits, supplies, equipment, travel, indirect costs, or other project-related expenses. Contracts are expected to begin on October 1st.

Eligible applicants include: 

  • Nonprofit organizations;
  • Community-based organizations;
  • Disability service organizations;
  • Public or private institutions, such as colleges or hospitals; and
  • Consortia, groups, or partnerships among organizations.
