Federal Opportunities

HRSA Releases NOFO for Behavioral Health Integration Using Telehealth Technology
On January 2nd, the U.S. Health Resources & Services Administration (HRSA) released a Notice of Funding Opportunity (NOFO) to support the integration of behavioral health services into primary care settings using telehealth technology in rural and underserved areas. Through this opportunity, HRSA will award $8.75 million in total annual funding across 25 awarded organizations (up to $350,000 in annual funding per awardee). Contracts will last for five years, starting on September 1st.

Eligible applicants may be not-for-profit or for-profit organizations, including community-based organizations. Applicants must demonstrate that they will provide services through a “telehealth network” that is composed of at least one distant site (where the provider is located) and at least two of the following entities as originating sites (where the patient is located): 

  • Community or migrant health centers, or other Federally Qualified Health Centers (FQHCs);
  • Private practices (may include pharmacists);
  • Entities operating clinics, including Rural Health Clinics (RHCs);
  • Local health departments;
  • Not-for-profit hospitals, including Critical Access Hospitals (CAHs);
  • Other publicly funded health or social service agencies;
  • Long-term care providers;
  • Providers of health care services in the home;
  • Outpatient mental health and substance use disorder service providers;
  • Local or regional emergency health care providers;
  • Institutions of higher education;
  • Entities operating dental clinics; and
  • Providers of prenatal, labor care, birthing, and postpartum care services, including hospitals that operate obstetric care units.

NYS and NYC Opportunities

NYC DHS Issues Open-Ended RFP for Shelter and Overnight Facilities for Homeless Families with Children
On December 22nd, the New York City (NYC) Department of Homeless Services (DHS) issued a Request for Proposals (RFP) seeking qualified organizations to operate Tier II residences and social services for families with children who have no other housing options available. Tier II residences provide assistance seeking permanent housing and employment, as well as linkages to child care, medical/behavioral health care, and recreation services. Services are provided on-site and/or through linkages with other community-based programs. The City is also seeking proposals for the Overnight Facility Program, in which contractors supply lodging to homeless families with children who apply for shelter at an intake facility between 10pm and 10am.
 
Eligible applicants are not-for-profit 501(c)(3) organizations with relevant experience (however, applicants for overnight facilities may have different tax statuses). The amount of start-up funding available will be negotiated with the contractor. The anticipated payment structure will be a line-item budget. Contracts will last for five years, with a four-year renewal option.

NYC HRA Releases Open-Ended RFP for Affordable Housing Program Services for Individuals and Families Experiencing Homelessness
On January 2nd, the NYC Health Resources Administration (HRA) issued an RFP seeking qualified organizations to operate and maintain permanent affordable housing for single individuals, adult families, and families with children experiencing homelessness. Such individuals and families will require social services support in order to succeed in permanent housing, but are not in need of nor eligible for supportive housing programs. The affordable housing program may be an entire building or substantial number of units within one building (at least 50 units or not less than 80% of the residential units in the building, whichever is greater). Awarded applicants will be expected to provide both on-site social services, including case management, to tenants as well as property management, security, and other services needed to operate the building effectively.
 
Eligible applicants are not-for-profit 501(c)(3) organizations with relevant experience. The payment structure will be line-item reimbursement with annual performance-based disincentives for failure to maintain the required occupancy levels. Contracts will last for five years, with a four-year renewal option.

NYC DSS Releases Open-Ended RFP for Provision of Transitional Congregate Housing for HASA Clients
On January 5th, the NYC Department of Social Services (DSS) released an RFP seeking qualified organizations to operate and maintain approximately 900 units of transitional supportive congregate housing for single adults or adult couples who are clients of the HIV/AIDS Services Administration (HASA). Awarded applicants will also be expected to provide case management, support services, and linkages to care.
 
DSS will award $31.5 million in annual funding across all awarded applicants. The payment structure will be a combination of line-item and utilization-based reimbursement. Contracts will last for five years, with a four-year renewal option. Eligible applicants are not-for-profit 501(c)(3) organizations with relevant experience.

NYC HRA Releases Open-Ended RFP for Provision of Congregate Supportive Housing
On January 3rd, HRA issued an RFP for the provision of congregate supportive housing to individuals and families that are currently homeless or at risk of homelessness. Through this opportunity, HRA will award $100 million in total funding to support 7,500 units. Funding may only be used for support services and may not be used for rental assistance. Rental assistance will be awarded through a separate process administered by the NYC Department of Housing Preservation and Development (HPD).
 
Eligible applicants must have relevant experience delivering supportive services within congregate or scattered-site housing programs to the target populations. Contracts will last for five years, with a four-year renewal option.
