OMH Releases RFP for Development and Operation of 12 Comprehensive Psychiatric Emergency Programs (CPEPs)
On December 19th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) for the development and operation of 12 Comprehensive Psychiatric Emergency Programs (CPEPs). Funding may be used to develop either a CPEP main or satellite site. CPEPs provide triage, observation, evaluation, care, treatment, and referral services to individuals across the lifespan with a known or suspected mental illness and/or co-occurring disorders, including substance use, intellectual and/or developmental disabilities, and medical conditions. 
 
Both capital funding (up to $5 million per applicant) and start-up funding (up to $1 million per applicant) will be available for selected applicants. Start-up funding will be allocated in the first year of the contract and can be spent over two years. Funding may be used for construction, design, acquisition, and administration costs, as outlined in detail on Page 9 of the RFP. Funding may not be used for operations (including employee salaries and benefits), interest or fees associated with capital funding sources, costs associated with applying for or administering the capital grant, debt service, or reimbursement of acquisition or carrying costs for property already owned by the applicant. CPEPs will be expected to bill Medicaid for ongoing operational funding.
 
Eligible applicants are general hospitals authorized to receive and retain patients pursuant to section 9.39 of the Mental Hygiene Law. There will be six awards in the New York City (NYC) region and six awards dedicated to the rest of the state. Priority will be given to regions that lack any operating CPEPs and to applicants that propose to serve both children and adults, including proposing to add capacity to serve children to an existing adult-serving CPEP.

OMH Releases RFP for Development and Operation of Short-Term Transitional Residences
On December 19th, OMH released an RFP seeking applications from not-for-profit organizations with relevant experience to develop and operate a 10-14 unit Short-Term Transitional Residence (STTR) primarily for individuals reentering the community from prison. Individuals being discharged from a hospital or who are street homeless are also eligible for this housing. STTR is an unlicensed program model that is designed to provide short-term housing (up to 120 days) and additional services to support transitions to independent housing.
 
OMH intends to award 12 programs throughout the state and will provide both capital funding for the development of the project and operating funding. OMH will provide annual operating funding at a rate of $120,500 per unit. Capital funding is available for property acquisition, construction, and/or rehabilitation.
 
Eligible applicants are not-for-profit 501(c)(3) organizations with experience operating a licensed mental health housing program and providing supports to justice-involved individuals. There will be one award in each of the 12 counties/group of counties outlined on page 4 of the RFP, which includes the Bronx, Queens, Brooklyn, Manhattan, Westchester, and Nassau/Suffolk counties. Applicants may apply for multiple counties; however, a separate application is required for each county. Contracts will last for five years.

NYC Aging Releases Concept Paper Proposing Integration of Older Adult Workforce Programs
On December 15th, the NYC Department of the Aging (“NYC Aging”) released a Concept Paper that will inform a forthcoming RFP proposing to combine the administration of the current Civic Engagement Employment Services and Silver Stars programs. These programs support retired, older New Yorkers who are looking to return to the workforce, with the Silver Stars program specifically for retired NYC municipal employees and the Silver Stars program for all older adults in NYC. By combining these programs, NYC Aging hopes to improve both administrative efficiencies and the City’s ability to match older adults with agencies that have unmet business needs. NYC Aging will be seeking one third-party vendor to oversee the new integrated program, which the City intends to call “Silver Stars Plus.”
 
Through this Concept Paper, NYC Aging is seeking stakeholder reflections and input on ways to improve and enhance the services the combined programs will provide. Specifically, NYC Aging is seeking feedback on payments to retiree participants, training, recruitment, and outreach to culturally diverse and unique populations.
