DASNY Pushes Back Application Start Date and Submission Period for NICIP
On November 30th, the Dormitory Authority of the State of New York (DASNY) issued an update to its Request for Applications (RFA) for the 2023 Nonprofit Infrastructure Capital Program (NICIP) that moves the start date for application submissions from December 1st to December 15th. Applicants will also now have until February 15, 2024 to submit applications (previous deadline was January 7, 2024). Applications will be processed and scored on a first-come, first-serve rolling basis. Applicants should note that there will be a one-week Grants Gateway Blackout period for technical reasons from January 9, 2024 through January 17, 2024, during which the NICIP application will not be available.

NICIP offers funding for capital construction projects that improve or maintain the “quality, efficiency, and accessibility” of New York-based not-for-profit human service providers, excluding Article 28 licensed health care providers. The updated application materials are available here.

OMH Issues Capital Funding Opportunity for Expansion of Inpatient Psychiatric Capacity
On November 30th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) that will provide capital funding for the expansion of child, adolescent, and adult inpatient psychiatric units, including specialty psychiatric units for the treatment of individuals dually diagnosed with mental health disorders and intellectual/developmental disabilities (I/DD). OMH will provide $50 million in total funding across 10 awards statewide (up to $5 million per award). Five awards will be dedicated to New York City, and five awards will be allocated elsewhere in the state. Awards will be prioritized for inpatient units that focus on adults/children dually diagnosed with mental health disorders and I/DD and those that focus on children and/or youth.

Hospitals may apply to start new inpatient psychiatry units or expand existing psychiatry services. Applicants do not need to have existing inpatient psychiatry services to be eligible to apply. Funding may not be used to renovate existing units. Eligible applicants must currently operate programs licensed, certified, or otherwise authorized by OMH, and must be either: 

  • An Article 28-licensed general hospital organized as a public benefit corporation, county-operated program, or a not-for-profit 501(c)(3) organization; or
  • An Article 31-licensed freestanding, not-for-profit 501(c)(3) psychiatric hospital.

The RFP is available here. Applications are due on February 5, 2024. There will be an optional Bidder’s Conference on December 14th at 10am, which may be accessed here. Questions may be submitted to OMHLocalProcurement@omh.ny.gov with the subject line “Capital for Expanding Inpatient Psychiatric Capacity for Adults, Children, and Adolescents in Article 28s and Not For Profit Article 31s” through December 30th. Contracts are expected to begin on May 1, 2024.

OMH Reissues RFA for Round 3 of Community Mental Health Loan Repayment Program
On December 1st, OMH reissued the RFA for the third round of the OMH Community Health Loan Repayment Program (OMH CMHLRP). This program supports licensed community mental health programs with the recruitment and retention of mental health professionals in underserved or health professional shortage areas (HPSAs) by providing payment for educational expenses in return for a three-year service obligation. The reissued RFA makes the following changes: 

  • Implements a maximum award cap of $50,000 annually for any organization applying for unrestricted slots only; and
  • Inclusion of and additional requirements for programs operating in a county with a population of less than 25,000, in which there are no existing OMH licensed programs.
