NYS and NYC Opportunities
OMH Releases RFP for the Development and Operation of 750 SP-SRO Housing Units
On November 15th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) for the development and operation of up to 750 Supportive Housing Single Room Occupancy (SP-SRO) units statewide for individuals with serious mental illness (SMI). The SP-SRO model is a supportive, permanent, and mixed-use housing model where individuals recovering from SMI live in an integrated setting with other community members in affordable units. The units may be designed as studios, one-bedroom apartments, or multi-bedroom units for families. Both capital funding for development and operating funding will be available to selected applicants.
Awards will be allocated as follows:
- Western, Central New York, Hudson River, and Long Island: 75-100 units each
- New York City: 375-425 units
Eligible applicants are not-for-profit 501(c)(3) agencies with experience operating housing and providing social services to individuals with SMI. Contracts will last for five years, beginning on May 1, 2024.
SP-SRO programs are funded through a combination of client Social Security Income (SSI) and OMH net deficit funding. In 2023, the annual SSI revenue is anticipated to be $3,243 (assumes a 90% collection rate). OMH net deficit funding is outlined by region in the RFP. For NYC, the annual net deficit funding is $25,276. OMH capital funding is available for property acquisition, construction, and/or rehabilitation. Agencies are also encouraged to apply to the NYS Homes and Community Renewal (HCR) 4% Low Income Housing Tax Credits (LIHTC) to help finance the development of the housing project. OMH funding may not be used for capital and ongoing operating costs associated with non-SMI units.

Answers to questions will be posted on the OMH website on December 13th.
DOH Releases RFA for Health and Human Services for LGBTQI+ Individuals, Families, and Communities
On November 14th, the NYS Department of Health (DOH) released a Request for Applications (RFA) for $12 million in total annual funding for services that address key social determinants of health impacting Lesbian, Gay, Bisexual, Transgender, Queer/Questioning, and Intersex (LGBTQI+) individuals, families, and communities. There are seven components to the RFA, as follows:
- Component A: Seeks service providers to develop and/or enhance comprehensive health and human services for LGBTQI+ individuals, families, and communities.
- Component B: Seeks service providers that prioritize Transgender, Gender Non-Conforming, Non-Binary (TGNCNB) led and staffed providers to develop and/or enhance comprehensive health and human services for TGNCNB individuals, families, and communities.
- Component C: Seeks one statewide service provider to develop and implement training, technical assistance, and capacity building for Components A and B grantees and NYS LGBT Health and Human Services Network members (“The Network”).
- Component D: Seeks one organization with a statewide reach to provide leadership, coordination, technical assistance, capacity building, health promotion/awareness, education, and support to organizational members of The Network.
- Component E: Seeks one organization with a statewide reach to provide support and technical assistance to meet current and emerging needs of the Office of LGBTQ Services-funded providers.
- Component F: Seeks one organization with a statewide reach to develop and administer a small grants program to specifically address the needs of LGBTQI+ communities by supporting organizations that have capacity issues.
- Component G: Seeks one organization with a statewide reach to develop, implement, analyze, and disseminate a longitudinal NYS LGBTQI+ Health and Human Services Needs Assessment.
Annual funding amounts and minimum eligibility requirements for each component are outlined in the RFA. One application per component may be submitted; however, applicants may not submit more than two applications in total in response to this RFA. Contracts will last for five years, starting on November 1, 2024.
