NYS DOH Announces $162.5 Million to Support Statewide Healthcare Training Capacity
On August 14th, the New York State (NYS) Department of Health (DOH) issued a Request for Applications (RFA) for up to $32.5 million in annual funding over five years for the Increasing Training Capacity in Statewide Healthcare Facilities program. This program supports Article 28 not-for-profit health care entities with the development of new health workforce training programs or the enhancement or expansion of existing training programs. DOH Intends to fund at least three awards in each of the ten Empire State Development Regions.
Individual award amounts will range from $500,000 to $1 million in annual funding. Contracts are expected to begin on October 1, 2026. Eligible applicants are Article 28 not-for-profit facilities, such as hospitals, diagnostic and treatment centers, and residential health care facilities. Consortia of facilities certified or licensed under Article 28 are also welcome to apply. Applicants will need to identify and document the health workforce shortage needs of the local or regional community and how the program will address these shortages.
Program expenses should support activities that lead to trainees obtaining a license or certification in a health care field. Allowable costs include, but are not limited to, tuition and supplies, examination fees, trainer salaries and fringe benefits, and recruitment expenses for educators and/or trainees. The RFA encourages program recruitment of trainees from marginalized and/or underrepresented communities (e.g., asylum seekers, veterans, LGBTQ+).

NYS OMH Announces $18 Million Community Mental Health Loan Repayment Program for Psychiatrists and Advanced Practitioners
On August 19th, the NYS Office of Mental Health (OMH) issued a Request for Applications (RFA) for the 2025 Community Mental Health Loan Repayment Program (CMHLRP) for psychiatrists, psychiatric nurse practitioners, and physician assistants. This program supports licensed community mental health programs with the recruitment and retention of mental health professionals by providing payment for educational expenses in return for a three-year service obligation.
For this round, OMH will award $18 million in total funding ($6 million annually) across 240 awards. There will be 120 awarded psychiatrists who will be eligible for up to $120,000 over the three-year period, and 120 awarded psychiatric nurse practitioners and physician assistants who will be eligible for up to $30,000 over the three-year period. Awards may be prorated for part-time employees.
Eligible applicants are not-for-profit, for-profit, or government agencies who will apply on behalf of eligible professionals for the loan repayment. Eligible programs include:
- Inpatient/CPEP: Article 28/Article 31 inpatient psychiatric units, Comprehensive Psychiatric Emergency Programs (CPEPs), and Residential Treatment Facilities for Children/Youth.
- Outpatient/Crisis Residence: Article 31 outpatient programs, including Assertive Community Treatment (ACT) teams, Certified Community Behavioral Health Clinics (CCBHC), Children and Family Treatment and Support Services (CFTSS – only OLP, CPST, and crisis intervention), Continuing Day Treatment (CDT), Children’s Day Treatment, Community Oriented Recovery Empowerment (CORE – only CPST), Home Based Crisis Intervention (HBCI), OnTrackNY, Partial Hospitalization (PH), Personalized Recovery Oriented Services (PROS), Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) clinics, mobile crisis services, Crisis Stabilization Centers (Intensive and Supportive), and crisis residence programs.
To ensure equitable access statewide and across agencies, awards will be capped at $150,000 annually per program and $450,000 annually per agency. The number of available awards and funding amounts are further allocated by region (Central NY, Hudson River, Long Island, NYC, Western NY) as detailed on page 10 of the RFP.

If all awards have not been made by October 20th, awards may be reallocated to another region or waitlisted application.
