NYS and NYC Opportunities
OMH Issues RFP for Youth Safe Spaces Program
On March 27th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) for 3-5 pilot Youth Safe Spaces Programs targeting individuals ages 12-24. Funding will support both the development of new standalone Youth Safe Spaces Programs and the designation of existing community spaces as Youth Safe Spaces, such as libraries and Office of Addiction Services and Supports (OASAS) Youth Recovery Clubhouses. New Youth Safe Space programs will receive $500,000, while newly designated Youth Safe Spaces will receive $250,000.
Eligible applicants are not-for-profit 501(c)(3) agencies with at least five years of experience working with underserved youth and young adults in a non-clinical setting. New Youth Safe Spaces must be located in communities without an existing OASAS Youth Recovery Clubhouse (see exclusion areas in Table 1 of the RFP). Applicants are not required to be licensed OMH providers; local community organizations are encouraged to apply (e.g., recreation centers, museums, youth mentorship programs). Contracts will last for five years, beginning January 1, 2026.

Letters of Intent (LOI) are required and must be submitted to Jeremy Rossello at OMHLocalProcurement@omh.ny.gov with the subject line “LOI for Youth Safe Spaces Program” in the subject line by May 15th. Questions may be submitted to the email address above with “Youth Safe Spaces Program” in the subject line through April 17th. Answers to questions will be posted on May 8th.
OASAS Releases RFA for Methadone Treatment for Opioid Use Disorder
On March 26th, OASAS issued a Request for Applications (RFA) that will support access to methadone treatment for opioid use disorder (OUD) in certain counties of the state, including the downstate areas of Staten Island and Long Island. OASAS intends to award 24 organizations to develop a Comprehensive Outpatient Treatment Program (COP) or Opioid Treatment Program Additional Location (OTP-AL) with up to $760,000 in total funding per organization. Priority for funding will be given to the COP model. Construction and renovation costs will be limited to $200,000 of the total budget. Contracts will last for two years, starting January 1, 2026.
Applicants may choose to:
- Develop a new Part 822 COP by either:
- Establishing a new Part 822 OTP and Part 822 Outpatient Program; or
- Adding a new Part 822 OTP to an existing Part 822 Outpatient Program.
- Develop an OTP-AL, which can be sited at an independent location or integrated within the location of a different partner agency such as a hospital, Federally Qualified Health Center (FQHC), community-based Article 28 clinic, or Article 31 mental health clinic.
Eligible applicants include not-for-profit organizations. Applicants seeking to develop a COP must be at least one of the following:
- OASAS-certified organization;
- FQHC; or
- Certified Community Behavioral Health Center (CCBHC).
Applicants seeking to develop an OTP-AL must have an existing or pre-operational Part 822 COP, comprehensive CCBHC, or Part 822 OTP. Applicants may apply for multiple locations by submitting separate funding locations. A Letter of Support from the county where the site will be located is required.
