OMH Issues RFP for Community Residence with Forensic Assertive Community Treatment (ACT) Services
On February 27th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) for a single agency to develop:
- One 25-unit Community Residence – Single Room Occupancy (CR-SRO); and
- One 68-capacity Forensic Assertive Community Treatment (FACT) team.
Both the residence and the FACT team will be in New York City. The target population includes individuals with serious mental illness (SMI) who are or have been involved in the criminal justice system. The 25 CR-SRO tenants will be enrolled in the FACT team, and CR-SRO and FACT staff will coordinate closely (e.g., daily team meetings) on participant goals, treatment plans, and crises.
Eligible applicants are not-for-profit 501(c)(3) agencies with experience providing mental health services to individuals with SMI and justice involvement, which may be through the operation of a housing program or an ACT team. Both capital funding for the development of the project and operating funding will be available to the selected applicant. Contracts will last for five years, beginning January 1, 2026.

OMH Releases Applications for Community Mental Health Loan Repayment Program Round 6
On March 5th, OMH released applications for the sixth round of the Community Mental Health Loan Repayment Program (CMHLRP). This round will support agencies with the recruitment and retention of:
- Psychiatrists;
- Psychiatric nurse practitioners (NPs); and
- Physician assistants (PAs).
For psychiatrists, the CMHLRP provides up to $120,000 in loan repayment over a three-year period. For psychiatric NPs and PA, the CMHLRP provides up to $30,000 in loan repayment over a three-year period. OMH will provide $3 million in total annual funding to support at least 120 awards (60 psychiatrists/60 psychiatric NPs/PAs). To ensure equitable access statewide and across programs, individual agencies will be limited to $120,000 in annual award funding before being placed on a waitlist.
Agencies will apply on behalf of existing employees or new prospective staff. Eligible agencies include inpatient/emergency room programs (e.g., Article 28 psychiatric units, Article 31 inpatient programs, CPEPs, RTFs) and outpatient/crisis programs (e.g., ACT, PROS, MHOTRS, day treatment, etc.).
Eligible professionals cannot participate in both the CMHLRP and any other loan repayment programs simultaneously (e.g., Doctors Across New York, NYC Behavioral Health Loan Repayment Program). Providers may apply for a prorated award on behalf of eligible professionals who work or plan to work in a part-time clinical capacity. Awarded clinicians will be required to complete a full three-year service obligation with the agency, or repay the funds received.

NYC DYCD Issues RFP for Fatherhood Initiative Programs
On March 3rd, the New York City (NYC) Department of Youth & Community Development (DYCD) issued an RFP for the implementation of Fatherhood Initiative Programs across New York City. These programs serve fathers living at or below the federal poverty level and support them with become self-sufficient and more connected with their children and community. Services include parenting skills training, case management, community projects, support groups, family events, and workshops.
There will be five competitions – one competition in each NYC borough. DYCD anticipates awarding over $27.5 million in total funding across a minimum of 17 contracts in total, with at least one award in each borough. Contracts will last for 3.5 years, starting on January 1, 2026, with an option to renew for up to three additional years. Contracts will be funded on a per-participant basis ($2,564 per participant in FY26, with slight increases in later years). Funding will be reimbursed through a line-item budget.
Eligible applicants must have at least three years of experience providing fatherhood services to low-income adults. While applicants can apply for multiple boroughs, they will only be awarded one contract. However, within a borough, applicants can propose multiple program sites. Each contract will serve approximately 175 participants per year.
