SAMHSA Issues NOFO for HIV and Substance Use Prevention Among Racial/Ethnic Minority Communities
On July 29th, the Substance Abuse and Mental Health Services Administration (SAMHSA) released a Notice of Funding Opportunity (NOFO) for the 2024 Syndemic Approach to Preventing HIV and Substance Use Among Racial and Ethnic Minority Communities program. Through this program, award recipients are expected to use a syndemic approachto improve behavioral health outcomes for individuals in racial and ethnic minority communities who are at risk for, or living with, HIV. The specific population of focus is Black female identities, including cisgender, transgender, nonbinary, and genderqueer/fluid individuals who reside in southern states with high rates of new HIV diagnoses.
SAMHSA will award $1.6 million in total annual funding across four awarded applicants (up to $400,000 per awardee). Contracts will last for up to three years, starting on September 30th. Eligible applicants include health facilities and other public or private not-for-profit entities. Priority will be given to applicants that are currently located in and that will provide direct education, outreach, and interventions in at least one of the southern states with a high HIV burden (as defined in the NOFO).

NYS and NYC Opportunities
HCR Releases 2024 Multifamily Programs RFP
On July 25th, NYS Homes and Community Renewal (HCR) released the 2024 Multifamily Programs RFP, which consolidates the availability of funding for the HCR Multifamily Programs. These programs support affordable rental housing for low-to-moderate income individuals and families as part of the State’s five-year plan to combat homelessness and advance the construction and preservation of affordable housing. Awards include 9% Low-Income Housing Tax Credits and subsidy financing to sponsors proposing affordable and supportive multifamily housing projects. Projects may include new construction, rehabilitation, and/or adaptive reuse of site-specific projects that provide multifamily rental housing. Funding is not available for projects proposing to use tax-exempt bond financing.

Private Foundations and Other
New York Health Foundation Opens RFP Process for the 2025 Special Projects Fund
On August 8th, the New York Health Foundation (NYHealth) began accepting online inquiries for the 2025 Special Projects Fund. The Fund provides a total of about $2.5 million per cycle for projects that support NYHealth’s mission to improve the health of all New Yorkers, especially the most vulnerable populations. In order to extend its mission across different focus areas, projects selected for funding are not permitted to address any of the following NYHealth priorities:
- Healthy Food, Healthy Lives;
- Veterans’ Health; and
- Primary Care.
NYHealth will provide a one-time, nonrenewable grant between $50,000 and $300,000 to successful applicants. Special Projects Fund grants are typically in the $200,000 range, with about eight to twelve awards made annually. Project durations typically last 12-36 months, but vary based on project requirements and activities. Lobbying, capital expenses (with some exemptions), and general operating costs are not eligible for funding.
Applicants must be not-for-profit 501(c)(3) organizations or for-profit organizations that can demonstrate their ability to significantly impact the health of New Yorkers in alignment with NYHealth’s mission. Previously awarded projects are available here. Applicants may submit multiple Letters of Inquiry (LOIs) for consideration; however, only one project will be eligible to submit a full proposal. Applicants submitting multiple LOIs are encouraged to identify the project that is the highest priority for the organization.

Award notifications are expected in March 2025. As in previous years, NYHealth will open a second funding cycle in 2025.
