OMH Issues RFP for Safe Options Support (SOS) Program for Older Adult and Medically Fragile Individuals
On April 16th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) seeking one organization to develop and implement an Older Adult and Medically Fragile Support Team that will operate in New York City (NYC). The team will work in conjunction with the NYC Safe Options Support (SOS) Critical Time Intervention (CTI) Teams to provide specialized services and supports to older adults and individuals with existing chronic medical conditions who are currently unsheltered, in temporary shelter settings, or recently transitioned to stable housing. The team will be comprised of an Occupational Therapist, Geriatric Registered Nurse, and Geriatric Social Workers.
Eligible applicants include not-for-profit 501(c)(3) organizations that have experience providing aging services to older adults and individuals with chronic medical conditions. The awarded contract will receive over $3.5 million in total funding during the five-year contract period ($717,800 in annual funding). The contract will begin January 1, 2025. Over the course of the contract, opportunities may be explored for increased revenue from billable services under the Health Home Plus program.

OMH Issues RFP for Youth Assertive Community Treatment (ACT) Teams
On April 25th, OMH issued an RFP for the expansion of Youth Assertive Community Treatment (ACT) teams in the Central, Hudson River, and Western New York regions. There will be up to six awards in total, with two teams awarded in each region. Youth ACT teams serve children/youth with serious emotional disturbance (SED) who are returning home from inpatient or residential settings, are at risk of entering such settings, or have not engaged or responded to treatment in more traditional community-based settings. OMH will provide $450,000 in start-up funding at the beginning of the contract. Teams will also be funded through Medicaid and net deficit funding.
Eligible applicants are not-for-profit 501(c)(3) agencies that have experience providing mental health services to youth with SED. Applicants must serve the entire county for which they are applying. Applicants may apply for more than one team; however, a separate proposal will be required for each team. Contracts will last for five years, starting on January 1, 2025.

NYS Department of Environmental Conservation Announces Community Impact Grant Program
On April 29th, the NYS Department of Environmental Conservation (DEC) issued a Request for Applications (RFA) for the Community Impact Grant Program. This program will provide funding to not-for-profit 501(c)(3) community-based organizations for projects that address exposure of communities to multiple environmental harms and risks. DEC will award over $7.3 million in total funding ($50,000-$100,000 per awardee) over a 36-month project period. Contracts will begin October 1st. Up to two one-year project extensions may be granted.
The project should address the environmental harms and/or public health risks of residents in the community. Project focuses may include, but are not limited to:
- Water;
- Organic waste;
- Air quality;
- Green infrastructure; and
- Climate change.

NYC DOHMH Issues RFP for On-Call Diagnostic Testing Services
On April 26th, the NYC Department of Health and Mental Hygiene (DOHMH) issued an RFP seeking qualified vendors to provide on-call diagnostic testing services in a variety of settings to prevent, detect, and monitor communicable disease outbreaks. At DOHMH’s request, the contractors would:
- Deliver appropriate specimen collection kits to sites in NYC;
- Train staff to perform collection when requested;
- Perform FDA-authorized diagnostic analysis on the collected specimens; and
- Perform whole genome sequencing on specimens.
DOHMH anticipates that the contracts would serve congregate residential settings with clinical staff (e.g., skilled nursing facilities (SNFs)/nursing homes, adult care facilities, and substance use treatment centers), as well as non-congregate settings where on-site clinical staff can collect specimens and arrange for transportation to a laboratory. The payment structure will be fee-for-service, with contractors being paid a fixed unit rate for delivering and processing specimen collection kits.
Eligible applicants are clinical laboratories approved under the NYS Clinical Laboratory Evaluation Program (CLEP) to perform diagnostic services. Greater consideration will be given to applicants with experience providing laboratory testing services within congregate residential facilities and/or community settings (e.g., pop-up clinics). DOHMH anticipates awarding up to two contracts from this RFP. Contracts are expected to last for six years, beginning on December 1st.
