HRSA Releases NOFO for the Opioid-Impacted Family Support Program
On March 7th, the U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) released a Notice of Funding Opportunity (NOFO) for the Opioid-Impacted Family Support Program. This program addresses the need to support training programs that increase the skills and knowledge of peer support specialists and other behavioral health-related paraprofessionals who are prepared to provide support services to families, especially children, whose parents or guardians are impacted by opioid use disorders (OUD) and other substance use disorders (SUD). Awardees will be expected to provide didactic and experiential field training for pre-service training of paraprofessional and adolescent mental or behavioral health workers.
 
Through this opportunity, HRSA will provide $16.8 million in total funding across 28 awards (up to $600,000 per award). Contracts will last for four years, starting on September 1st. At least 50 percent of the total requested budget must be used for trainee support (tuition/fees, supplies) and stipends. Eligible applicants are state-licensed mental health not-for-profit or for-profit organizations, including academic institutions and community-based organizations.

NYS and NYC Opportunities

OMH Issues RFP for Adult Critical Time Intervention (CTI) Teams
On March 12th, the NYS Office of Mental Health (OMH) issued a Request for Proposals (RFP) for the development of 26 Adult Critical Time Intervention (CTI) teams statewide. These CTI teams will serve adults with mental illness who have not been successfully engaged in services during or after critical times in transition. CTI teams will be awarded based on the regions outlined in the RFP, which includes eight CTI teams to be awarded across New York City.  

Eligible applicants include: 

  • Not-for-profit 501(c)(3) organizations with experience providing persistent outreach, case management, and/or behavioral health services to individuals with mental illness;
  • Mental health community-based hospitals; and
  • Community-based Behavioral Health Independent Practice Associations (IPAs).

Applicants may apply for any number of teams; however, separate applications must be provided for each region. Each awarded applicant will receive one-time start-up funds of $100,000. Awardees will also receive annual operating funding through state aid of over $825,000 for upstate teams, $1.2 million for downstate teams, and $353,000 for rural teams. Contracts will last for five years, starting July 1st. Over the course of the contract, OMH intends to submit a Medicaid State Plan Amendment (SPA) to allow for Medicaid reimbursement for these services. Once approved, funding will change from full state aid coverage to a mix of state aid and Medicaid billing.

OMH Releases RFP for the Development of Two Young Adult Safe Options Support (SOS) Teams in NYC
On March 13th, OMH released an RFP for the development of two Young Adult Safe Options Support (SOS) CTI teams in the following areas of New York City: 

  • Bronx and Upper Manhattan
  • Midtown, Lower Manhattan, and Brooklyn

The Young Adult SOS CTI teams will provide intensive outreach, engagement, and care coordination services to young adults (ages 18-25) who are unsheltered. Services will be provided for up to 12 months, pre- and post-housing placement, with an intensive initial outreach and engagement period that includes multiple visits per week.

OMH will provide over $4.7 million in total funding per team during the five-year program period. Over the course of the contract, opportunities may be explored for increased revenue from billable services under the Health home Plus program. Eligible applicants are not-for-profit 501(c)(3) agencies that have experience working with young adults and providing outreach, case management, and/or behavioral health services to individuals with a history of housing instability and/or street homelessness. Contracts are expected to begin on October 1st.

OMH Issues RFP for the Development of “Flexible” Assertive Community Treatment (ACT) Teams
On March 14th, OMH issued an RFP for the development of 37 Flexible Assertive Community Treatment (ACT) teams statewide. As with the traditional ACT model, the Flexible ACT teams will serve individuals with serious mental illness (SMI) that have not been successfully engaged by the traditional mental health treatment system. However, this model provides additional flexibility in the delivery of ACT services, allowing individuals to receive varied intensities of service designed to meet changing and individualized needs. Specifically, the following components distinguish Flexible ACT from the traditional ACT model: 

  • Larger capacity of 100 individuals served;
  • Increased staffing to support small caseloads; and
  • Two levels of service: ACT (high intensity) and ACT-Lite.

OMH will provide $75,000 in one-time start-up funds for each awarded team. ACT providers will also be funded through Medicaid and net deficit funding, per the approved ACT Model for an Upstate or Downstate Flexible ACT team (further detailed in the RFP). Contracts will last for five years, starting on October 1st.

Eligible applicants are not-for-profit 501(c)(3) organizations that have experience providing mental health services to individuals with SMI and that currently operate an OMH-licensed 68-capacity Adult ACT team that is not a specialty team (e.g., Shelter ACT, Forensic). The 68-capacity ACT team will transition to a 100-capacity Flexible ACT team under this procurement.

OMH Issues RFP for Capital Funding for the Development of New Residential Treatment Facilities (RTF) for Children and Adolescents 
On March 13th, OMH released an RFP that will provide capital funding for the acquisition of new property, construction of new facilities, or rehabilitation of existing buildings for the development of new Residential Treatment Facilities (RTFs) with a minimum of 14 beds and a maximum of 40 beds per site. RTFs are voluntary, sub-acute inpatient psychiatric programs that serve children and youth. There will be one award in the Hudson River region, one award in New York City, and one award in Long Island.

Awards will be capped at $10 million each. Costs associated with the project that are incurred prior to the date of a capital contract execution may not be reimbursed from grant funds. Contracts will last for five years.

Eligible applicants are not-for-profit 501(c)(3) organizations that currently operate psychiatric inpatient or residential programs for children and adolescents. Such programs do not need to be licensed by OMH. Applicants may submit up to two applications for distinct sites in response to this RFP. Applicants that have secured space via site control or a tentative long-term lease agreement site control of a facility with an affiliated private school-age (5-21) special education program on or adjacent to the proposed  campus will be prioritized for funding.
