HRSA Releases NOFO for the Provision of Behavioral Health Services in Primary Care Settings via Telehealth Networks
The U.S. Department of Health and Human Services Health Resources & Services Administration (HRSA) has released a Notice of Funding Opportunity (NOFO) for the 2024 Behavioral Health Integration (BHI) Evidence Based Telehealth Network Program (EB-TNP). This program provides funding to support the integration of behavioral health services into primary care settings using telehealth technology in rural and underserved areas. Through this opportunity, HRSA will award $8.75 million in total annual funding across 25 awardees (up to $350,000 in annual funding per awardee). Contracts will last for five years, starting September 1st.
 
Eligible applicants are public or private not-for-profit entities, including community-based organizations. Each entity participating in the telehealth network may be a not-for-profit or for-profit organization. The telehealth network must include at least one distant site (where the provider is located) and at least two originating sites (where the patient is located). The applicant organization and network distant sites may be located in urban areas; however, originating sites must be located in rural and underserved areas. Organizations will be required to collect data and analyze the integration of tele-behavioral health services into primary care settings. As such, all award recipients will need to secure an Institutional Review Board (IRB) Human Subject Review approval.

NYS and NYC Opportunities

Governor Hochul Announces $20 Million in Start-up Funding for School-Based Mental Health Satellite Clinics
On February 27th, Governor Hochul announced the availability of $20 million in start-up funding for school-based mental health clinics. Clinic providers licensed by the New York State Office of Mental Health (OMH) can now submit an application to establish a school-based satellite clinic through the Mental Health Provider Data Exchange (MHPD). Every new school satellite clinic will automatically be eligible for $25,000 in start-up funding. High-need schools, defined as those with more than 50 percent of students from economically disadvantaged households, are eligible for an additional $20,000 in start-up funding. Applications for funding will be accepted on a rolling basis, rather than through a traditional procurement process.
