Federal Opportunities
SAMHSA Releases NOFO for Expansion of SUD Treatment Capacity in Adult and Family Treatment Drug Courts
On January 30th, the Substance Abuse and Mental Health Services Administration (SAMHSA) released a Notice of Funding Opportunity (NOFO) to support the expansion of substance use disorder (SUD) treatment and recovery support services in existing drug courts. Award recipients will be expected to provide prevention, harm reduction, treatment, and recovery services for individuals with SUD involved with the courts. Through this opportunity, SAMHSA will award $24.4 million in total annual funding across 61 awards (up to $400,000 per awardee annually). Contracts will last for up to five years, beginning September 30th.
Eligible applicants include health facilities, community-based organizations, and other public or private not-for-profit entities. Applicants must have at least one provider organization for direct client mental health/SUD treatment and recovery support services with at least two years of relevant experience involved in the project. Applicants must also have a Memorandum of Understanding (MOU) with the drug court(s) that describes how the applicant will coordinate and partner with the drug court(s) on the project.

HRSA Releases NOFO to Support People with HIV as Leaders in HIV Systems of Care
On January 31st, the U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) released a NOFO that will support projects that:
- Conduct training of trainers (ToT) to people with HIV on leadership in Ryan White HIV/AIDS Program (RWHAP) activities;
- Provide supports to ToT trainees to help them accomplish goals related to the ToT; and
- Develop and disseminate relevant tools and lessons learned from the project.
HRSA will provide up to $800,000 in annual funding per awardee. Contracts will last for four years, starting September 1st. Eligible applicants include public or private not-for-profit organizations, academic institutions, not-for-profit hospitals and outpatient clinics, community health centers, and community-based organizations.

NYS and NYC Opportunities
NYC Department for the Aging Releases RFP for Home Delivered Meals Program
On January 26th, the New York City (NYC) Department for the Aging released a Request for Proposals (RFP) seeking qualified organizations to provide and deliver meals to homebound older adults as part of the City’s Home Delivered Meals Program. Through this opportunity, NYC Aging will award over $60.7 million in annual funding across 17 awardees. The reimbursement rate for each meal provided is $12.78, which includes the cost of food sourcing, preparation, delivery, and staff. There will be one award in each catchment area outlined in the RFP. Contracts will last for three years, starting on July 1st, with up to three one-year renewal options.
Applicants must have at least five years of experience sourcing, preparing, and/or delivering food to individuals and working with the older adult population. It is preferred for applicants to have experience providing social services to homebound older adults, working in the catchment area, and working with NYC government agencies through a previous or current formal contracting relationship. Applicants may only submit one proposal per catchment area. If applying for more than one catchment area, a separate and complete proposal is required.

Private Foundations and Other
New York Health Foundation Opens RFP Process for the 2024 Special Projects Fund
On January 30th, the New York Health Foundation (NYHealth) began accepting online inquiries for the 2024 Special Projects Fund. The Fund provides a total of about $2.5 million per cycle for projects that support NYHealth’s mission to improve the health of all New Yorkers, especially the most vulnerable populations. In order to extend its mission across different focus areas, projects selected for funding are not permitted to address any of the following NYHealth priorities:
- Healthy Food, Healthy Lives;
- Veterans’ Health; and
- Primary Care.
NYHealth will provide a one-time, nonrenewable grant between $50,000 and $300,000 to successful applicants. Special Projects Fund grants are typically in the $250,000 range, with about five to fifteen awards made annually. Project durations typically last 12-36 months, but vary based on project requirements and activities. Lobbying, capital expenses (with some exemptions), and general operating costs are not eligible for funding.
Applicants must be not-for-profit 501(c)(3) organizations or for-profit organizations that can demonstrate their ability to significantly impact the health of New Yorkers in alignment with NYHealth’s mission. Previously awarded projects are available here. Applicants may submit multiple Letters of Inquiry (LOIs) for consideration; however, only one project will be eligible to submit a full proposal. Applicants submitting multiple LOIs are encouraged to identify the project that is the highest priority for the organization.
