On September 12th, the New York State Office of Children and Family Services (OCFS) Division of Child Welfare and Community Services released a Request for Proposals (RFP) for the establishment of Public Private Partnership (PPP) programs for at-risk children, youth, and families. These programs are intended to prevent involvement with the child welfare or juvenile justice systems and are targeted towards at-risk individuals in high need areas in New York State, such as those with high rates of child abuse and maltreatment or high admission rates for foster care and detention. This RFP is specifically seeking proposals under one or more of the following categories:
- Start-up and/or expansion of evidence-based/evidence-informed programs to support children, youth, and families who are at risk of entering the child welfare or juvenile justice systems;
- Start-up and/or expansion of Parent-Child Home programs;
- Start-up and/or expansion of Parents as Teachers home visiting programs; and
- Start-up and/or expansion of Restorative Justice programs in high need schools, including Special Act School Districts and 853 schools.
Over $3.4 million in total annual funding will be available through this RFP. However, applicants must also obtain a privately-funded cash contribution to cover at least 35% of the cost of any project.
