RFP: Development and Management of a Pre-Admission Process for Residential Services for Adolescents with Substance Use Disorders

On October 14th, the Office of Addiction Services and Supports (OASAS) reissued a Request for Proposals (RFP) for one contractor to develop, implement, and manage pre-authorization/admission services for individuals ages 21 and under with substance use disorders who are in need of inpatient treatment. The awarded applicant will establish and manage an Admissions Review Team (ART) that will review each individual to determine their appropriateness for admission to one of the ten Residential Rehabilitation Services for Youth (RRSY) providers across New York State.

The awarded applicant will submit invoices to OASAS monthly for the services completed and will receive payments accordingly. Contracts will last for five years starting on April 1, 2022. Eligible applicants include behavioral health care organizations, managed care organizations, and government consulting organizations with relevant experience. 

The reissued RFP removes from the previous version the requirements concerning conducting reviews of continuing stay criteria for the target population.
