Jeffrey A. Sachs

Dr. Jeffrey A. Sachs, the CEO of The Sachs Policy Group, is a leading business and public policy strategist. He has advised Fortune 500 companies in the healthcare, technology, entertainment, and finance industries and has counseled top leaders of state, federal, and foreign governments. One major focus of his work has been how technology drives change in industries and how government responds to that change.

Sachs has advised healthcare companies ranging from tech start-ups to some of the nation’s leading academic medical centers; major entertainment/media companies and governments including the Obama Administration during the creation of the Affordable Care Act and the Soviet Union during Perestroika.

In the healthcare sector, Sachs was a key architect of New York State’s Medicaid Redesign Team in its massive 2011 reform of the state’s $54 billion Medicaid program. He helped design $21 billion of dollars in state Medicaid waivers for New York and California. And he has advised Democratic and Republican governors of New York since the 1980s.

Throughout his career, Sachs has also been highly active in philanthropic activities.

In 1986, he was the founding secretary of HELP USA, a non-profit founded by Andrew Cuomo, committed to creating housing and social services for the homeless. In 1989, Sachs, together with John F. Kennedy Jr, co-founded Reaching Up to support higher education and career development of frontline workers in health, education, and social service occupations. After Kennedy’s death, Reaching Up was integrated into the John F. Kennedy jr. Institute for Worker Education at the City University of New York.

Sachs also worked with Leonardo DiCaprio and was the founding Secretary of the Leonardo DiCaprio Foundation that addresses environmental matters. Sachs currently serves on the board of the Robert F. Kennedy Human Rights organization and the Creative Coalition.

Sachs is a graduate of Stony Brook University where he received his bachelor’s degree and a doctorate in dental medicine.

Anita Appel

Anita Appel joined the Sachs Policy Group in 2014 and has over 30 years of experience in the field of behavioral health. Beginning in 2006, Ms. Appel served as the Director of the NYC Field Office at the New York State Office of Mental Health (OMH). She began her career at OMH in the Field Office in 1983. Ms. Appel was named the Director of Children’s Services in 1989 and became Deputy Director in 1995 and is a licensed clinical social worker. As a leader in Children’s Behavioral Health, Ms. Appel helped create a comprehensive continuum of children’s services in New York City including family support and a wide array community-based services.

Adam Boghosian

Since joining Sachs Policy Group in 2013, Mr. Boghosian has provided project management, financial budgeting and modeling, and administrative support to clients and staff. Prior to joining the team, Mr. Boghosian was an accountant at Egon Zhender International where he managed the finances for two domestic offices. He also worked as an assistant program coordinator for the Tuck School of Business at Dartmouth College, helping to run their inaugural Masters of Healthcare Delivery Science program.

Mr. Boghosian received his B.A. in Economics from St. Lawrence University in May 2010.

Courtney Burke

Prior to joining SPG in January 2023, Courtney served in a number of high-ranking positions in state government, healthcare organizations, and boards.  Her positions included Chief Operating and Innovation Officer at the Healthcare Association of New York State, Senior Vice President and Chief Strategy Officer for Albany Medical Center, New York State’s Deputy Secretary for Health as well Commissioner of the Office for People with Developmental Disabilities, and Director of the Rockefeller Institute’s Health Policy Research Center.

Courtney holds a Master of Science in Health Policy and Management from the State University of New York at Albany and a BA in Political Science and Journalism from the University of Connecticut.

Bruce Feig

Bruce Feig is a veteran health care and financial administrator with over 40 years of experience in the public and private sectors.

Yvette Fontenot

Yvette Fontenot has nearly 25 years of Federal health care experience and has held senior positions on Capitol Hill as well as in the White House and at HHS.  She is currently the CEO of Impact Health Policy Partners where she serves as a Senior Advisor to Sachs Policy Group providing insights and expertise on Federal health policy.  

Yvette currently sits on the Board of Experts of Axios News and the NYU Wagner Graduate School Health Advisory Board.

Yvette received her Master’s degree from the University of Chicago and her Bachelor’s degree from Duke University.

David Gross

David Gross joined Sachs Policy Group in 2022. Prior to joining, David served for 6 years as General Counsel to Community Healthcare Network, a New York City-based federally qualified health center. In addition to his legal responsibilities, David oversaw multiple internal departments and initiatives, including informatics and information technology, population health, and real estate strategy and development. David also previously worked with a public insurance company overseeing compliance for their Medicaid fee for service, Medicaid managed care, and Medicare ACO lines of business and as a healthcare attorney at Ropes & Gray.

Russell Huang

Russell Huang is Chief of Policy at SPG. Since joining SPG in 2012, Russell has worked on projects spanning both federal and state policy. He specializes in New York State Medicaid policy research and analysis on topics including the expansion of managed care to behavioral health and special needs populations, payment reform and delivery system transformation, and initiatives to promote value-based payment models. He has worked with a wide variety of clients at SPG, including health systems, payers, specialty provider coalitions, community-based organizations, and technology startups, on projects that range from financial analysis to grant proposals. He received his A.B. in physics, cum laude, from Harvard College.

Jim Introne

Mr. Introne has over forty years of experience in health care policy and management, with an extensive background in Medicaid, Medicare, subsidized housing, managed care, services to special needs populations, and health care operations management.

Prior to joining Sachs Policy Group, Mr. Introne served as Deputy Secretary for Health and Director of Medicaid Redesign for Governor Andrew Cuomo, where he was the Governor’s principal health care advisor and oversaw the Department of Health, Office of Mental Health, Office of People with Developmental Disabilities, Office of Alcohol and Substance Abuse Servers, Office of the Medicaid Inspector General, and Office for the Aging.

Before joining the Cuomo Administration, Mr. Introne served as President and CEO of the Catholic Health Care System of the Archdiocese of New York (“ArchCare”), where he oversaw the turnaround of a financially distressed system as it transitioned from the operation of hospitals to the provision of long-term care and palliative care services. Mr. Introne also served as President and CEO of Loretto, the leading provider of housing and long-term care services for the elderly in Central New York, as well as Executive Director of the United Cerebral Palsy Association, and Senior Vice President for Continental Health Affiliates, a publicly-traded home care agency.

He began his career in New York State government, where he held progressively responsible positions, including Deputy State Budget Director, Commissioner of the Office of Mental Retardation, and Director of State Operations for Governor Hugh Carey.

Mr. Introne received his B.A. from St. Lawrence University and his M.P.A. from Pennsylvania State University.

Megan Li

Megan Li joined Sachs Policy Group in 2017 and specializes in providing policy analysis, financial modeling and strategy, and operations support to behavioral health provider and children’s provider clients during the transition of children’s behavioral health services to Medicaid managed care. She is passionate about minority health and improving health equity for vulnerable populations. Megan previously worked at the Neuroregeneration Program at Johns Hopkins’ Institute for Cell Engineering. 

Jordan Lowmark

Jordan Lowmark joined Sachs Policy Group in February 2020 and specializes in supporting technology-enabled companies, I/DD service providers, and behavioral health agencies. Prior to SPG, Jordan has focused on subject areas including behavioral health, reproductive/maternal health, and healthcare compliance.  

Jordan received his BS in Biology and Health Science from the State University of New York at Oswego and his MPH in Health Policy and Management from the CUNY School of Public Health.

Ha Nguyen

Ha Nguyen is passionate and committed to improving the quality of life for everyone through equity and access. She brings with her over 20 years of experience in health care, education, and program management and operations. She specializes in supporting clients in enhancing the delivery system, improving population health as well as advising on policy and strategy. Previously, Ha worked as the Executive Director at the Nassau Queens Performing Provider System (NQP) under the Delivery System Reform Incentive Payment Program (DSRIP) where she focused on improving access, improving quality of care and lowering Medical costs for Medicaid beneficiaries and the uninsured. In addition to being a consultant, Ha loves to dialogue about equity, social justice, and the intersections between health and education. On her spare time, you can find her testing new dishes in her kitchen, working on various projects, and/or on adventures with her family. 

She graduated from Columbia University with a Masters Degree in Public Health, focused in Population and Family Health. She also has a Masters Degree in Education from Loyola Marymount University.

Jaclyn Pierce

Jaclyn Pierce joined Sachs Policy Group in February 2017 and specializes in New York State health policy, with a particular focus on Medicaid, behavioral health, and telehealth. Prior to joining the team, Ms. Pierce worked at The Alzheimer’s Disease Research Center at Mt. Sinai and in breast cancer research at Columbia University Medical Center. Jaclyn brings extensive project management, research, and data analysis experience to Sachs Policy Group.

Jaclyn received her BA, magna cum laude, in cognitive science and French from the University of Richmond and her MPH in epidemiology from the Columbia University Mailman School of Public Health.

Roland Poirier

Roland Poirier joined Sachs Policy Group in April 2023 and specializes in public budgeting and finance, actuarial rate setting, and healthcare policy. Roland’s consulting experience includes Medicaid managed care rate setting, 1115 waiver design and implementation, and risk adjustment modeling for Managed Long Term Services and Supports and I/DD services. Roland also worked in the health unit for the New York State Division of Budget. 

Roland holds an MPA and certificate of advance study in public finance and budgeting from the Rockefeller College of Public Affairs and Policy (SUNY at Albany). Roland’s undergraduate studies included a BA in Economics and a BA in Philosophy from SUNY Potsdam.

Armaan Sodhi

Armaan Sodhi joined Sachs Policy Group in September 2022, specializing in data analytics, policy analysis, financial modeling, and strategy. He focuses on supporting behavioral health agencies, technology-enabled companies, and long-term care providers, with an interest in health equity and the role of technology in healthcare.

Armaan earned his BA, cum laude, in Public Policy with an emphasis on Health and Economic Policy from the University of California. He also holds an MPH in Epidemiology, with a certificate in Applied Biostatistics and Public Health Data Science, from Columbia University’s Mailman School of Public Health.

Luke Tobeler

Luke Tobeler joined SPG in 2019 and is a subject matter expert in Medicaid long-term care delivery and policy development integrating Medicare with Medicaid for dually eligible populations. Luke is the director of the New York State PACE Alliance, and advises across other coalitions, managed care organizations, long-term care providers, and technology startups delivering government-sponsored programs focused on the aging population and people with physical disabilities. 

Prior to his time with SPG, Luke managed value-based program development at RiverSpring Health Plans, advanced provider network payment transformation with Horizon Blue Cross Blue Shield and completed a fellowship with the Continuing Care Leadership Coalition through the Greater New York Hospital Association. 

Luke received his B.S. in neuroscience from the University of Michigan and his master’s in health policy and management from Columbia University.

Katie Wunderlich

Katie Wunderlich served as Executive Director of the Health Services Cost Review Commission (HSCRC) from 2018 to 2023. In that role, she lead the State of Maryland through the transition from the hospital-based All-Payer Model to the Total Cost of Care Model. Before becoming Executive Director, Ms. Wunderlich was the Principal Deputy Director overseeing the Center for Provider Alignment and Engagement. Before joining the HSCRC in 2016, Ms. Wunderlich was a Deputy Legislative Officer in Governor Hogan’s Legislative Office. She also served as Director of Government Relations for the Maryland Hospital Association and as a budget analyst for the General Assembly’s Legislative Services department.

Currently, Ms. Wunderlich assists health care entities to transform the delivery system in order to improve health outcomes, address health disparities, focus resources on population and community health, and drive down overall costs in the U.S. healthcare system. She has a Masters in Public Policy from George Washington University and resides in Baltimore with her husband and four children.
