Amended HCBS Statewide Transition Plan

New York State has extended the deadline for public comments on its amended Home and Community-Based Services (HCBS) Statewide Transition Plan (available here) through September 9th. The State will also hold a webinar on the Plan on August 18th at 9:30am.

The 211-page Statewide Transition Plan details how the State will ensure compliance with a 2014 CMS rule that, among other items, requires all HCBS settings to meet criteria for community integration, individual choice, privacy, and other consumer protections, and identifies certain settings as presumptively not qualified for Medicaid HCBS. CMS may approve plans that transition services into compliance over a period of up to five years. This amended version of the plan seeks to address CMS’s concerns with the initial version that the State submitted in early 2015.
