HRA Issues RFPs for Emergency and Transitional Shelters

The New York City Human Resources Administration (HRA) has released two Requests for Proposals (RFPs) for emergency and transitional housing services for survivors of domestic violence. The RFPs are attached and summarized below.

Emergency Shelter and Support Services for Domestic Violence Survivors
This RFP offers an anticipated total of $22.8 million over five years for providers of emergency beds and transitional shelter units for domestic violence survivors, with a focus on single persons (including pregnant women) and small families. Emergency shelters provide temporary housing and other supportive programs and services for up to 180 days, and are available 24/7.

Project Scope
An estimated total of 141 beds will be funded through the RFP, with an anticipated nightly rate of $93.12 per bed, pending approval from the State Office of Children and Family Services (OCFS). Each proposal should have a minimum of 10 beds, although HRA may consider exceptions. Contracts will last for five years, with an option to renew for an additional four years.

Transitional (Tier II) Housing and Support Services for Domestic Violence Survivors
This RFP offers an anticipated total of $93.6 million over five years for providers of transitional (Tier II) shelter beds for domestic violence survivors, with a focus on single persons (including pregnant women) and small families. After the 180-day maximum in emergency shelters, Tier II shelters may provide similar ongoing housing and supportive services, also available 24/7.

Project Scope
An estimated total of 400 units will be funded through the RFP, with an anticipated nightly rate of $136 per unit, pending approval from the Office of Temporary and Disability Assistance (OTDA). Each proposal should have between 40 and 75 units, although HRA may consider exceptions. Contracts will last for five years, with an option to renew for an additional four years.

Eligible Providers
Eligible providers should have at least three years’ experience providing emergency shelter services to domestic violence survivors and their families. Providers must be prequalified in the NYC Health and Human Services Accelerator.

Application Timeline
Applications will be accepted on a rolling basis, starting on July 12th.
