NYS and NYC Opportunities
OMH Issues RFP for Adult Forensic ACT and Treatment Apartment Program
On March 13th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) for a single agency to develop:
- One 68-capacity Forensic Assertive Community Treatment (FACT) team; and
- One 30-unit Treatment Apartment Program (TAP) dedicated to the FACT team.
Both the TAP and the FACT team will be in New York City. The target population includes individuals with serious mental illness (SMI) who are or have been involved in the criminal justice system, pending release from incarceration, and/or subject to community supervision (i.e., probation, parole, court mandate).
Eligible applicants are not-for-profit 501(c)(3) agencies with experience providing mental health services to individuals with SMI and justice involvement. Agencies must currently have a continuum of housing, including TAP. The FACT program will be funded through Medicaid and net deficit funding and will also receive one-time start-up and transition/ramp-up funding at the beginning of the contract. The TAP units will be funded by a combination of Social Security Income (SSI) and Medicaid funding, consistent with the OMH fiscal model for the program. Program Development Grant (PDG) funds are available to help develop the TAP units. Contracts will last for five years, beginning January 1, 2026.

OMH Issues RFP for Transitional Housing for Justice-Involved Individuals
On March 13th, OMH issued an RFP for the development of 10-unit transitional Treatment Apartment housing programs across 10 counties statewide, including Bronx, Kings, and Westchester counties. These programs will support individuals with SMI who are involved in the criminal justice system, pending release or recently released from incarceration, and/or subject to community supervision (i.e., probation, parole, court mandate). Individuals with an active Assisted Outpatient Treatment (AOT) order will receive priority access for housing.
Eligible applicants are not-for-profit 501(c)(3) agencies that have experience providing mental health services to individuals with SMI and a history of justice involvement through the operation of housing programs or an Assertive Community Treatment (ACT) team. Contracts will last for five years, starting October 1st. Ongoing operating funding to support the apartment treatment units will be provided by:
- A combination of SSI and Medicaid funding, consistent with the OMH fiscal model for the Treatment Apartment residential program; and
- State Aid funding, totaling $22,800 per bed per year for downstate programs and $21,800 per bed per year for upstate programs.
PDG funds are also available to develop the Treatment Apartment units.

Private Foundations and Other
Mother Cabrini Announces 2025 Application Process; LOIs Due April 24th
On March 31st, the Mother Cabrini Foundation will open the application period for its 2025 grantmaking process. Letters of Inquiry (LOI) will be accepted through April 24th. Through this program, the Foundation annually provides awards to support not-for-profit organizations that sponsor activities, programs, and initiatives to enhance access to affordable, high-quality health care and related services for New Yorkers. The Foundation will generally consider grant proposals between $75,000 and $1 million for a project period of up to 12 months.
Applicants may submit LOIs through one of the five programs below:
- Access to Healthcare
- Basic Needs
- Healthcare Workforce
- Mental and Behavioral Health
- General Fund (for projects that target the Foundation’s eight priority populations)
Organizations are permitted to submit multiple LOIs for different proposals. Policy advocacy, research, and capital requests will be funded on a case-by-case basis. Current grantees may also seek renewal funding for their ongoing projects by submitting a request through the LOI process.
Applicants will be notified in June if selected to submit a full proposal and final award decisions will be made in two cohorts, in October and December.
