OMH Issues RFA for the Expansion of HealthySteps Sites Statewide
On August 13th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Applications (RFA) for the development of up to 50 new HealthySteps sites statewide within pediatric and family medicine practices. HealthySteps is an evidence-based program that provides dyadic services to young children (0-3 years) and their families. As part of the model, a HealthySteps Specialist provides screenings, parenting/caregiver guidance, support between pediatric visits, referrals, and care coordination.

Each successful applicant will receive $111,333 in annual funding to support the HealthySteps Specialist salary and fringe during the first three years of the program, and $50,000 in annual funding for the remaining two years of the program. Up to 10% of the HealthySteps salary may be used towards administrative costs. Each successful applicant will also receive a Program Development Grant in a separate contract to cover the costs of the HealthySteps virtual training and data system.

Eligible applicants are pediatric or family medicine practices that deliver (or have the potential to deliver) well-child visits and that have a caseload of at least 100 children ages 0-3. Such applicants may include Federally Qualified Health Centers (FQHCs) and Community Health Centers. Awards will be distributed across five regions, with 45 percent of the awards (22 total) to be distributed in New York City. Within each region, priority will be given to practices in counties without a HealthySteps site and with the highest percentage of children in poverty.

Small practices may partner with another organization in the same health care institution to reach a combined minimum caseload of 100 children ages 0-3. The full-time HealthySteps Specialist would be shared by the two partnering practices and would split time between the sites.

NYC DOHMH Releases Concept Paper for the Provision of STI Services to Uninsured New Yorkers
On August 20th, the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) issued a Concept Paper outlining a forthcoming Request for Proposals (RFP) for the provision of Sexually Transmitted Infection (STI) services to uninsured New Yorkers. As part of this RFP, DOHMH will seek up to three contractors to provide STI services to uninsured (inclusive of self-pay) New Yorkers residing in neighborhoods with the highest STI case rates. Awarded contractors will be reimbursed for STI services, submission of data deliverables, and participation in quality improvement initiatives.

DOHMH anticipates providing a total of $1.5 million in funding across all three contracts ($250,000 in annual funding). Contracts will last for six years, starting January 1, 2026.
