Concept Paper: Ending the Epidemic in NYC

On October 6th, Public Health Solutions, on behalf of the New York City Department of Health and Mental Hygiene (DOHMH), released a Concept Paper outlining an upcoming Request for Proposals (RFP) that aims to reduce new HIV infections in New York City through a viral load suppression program and crystal methamphetamine harm reduction services. DOHMH will award over $2 million in total funding across 9-11 awards for the viral load suppression program and over $1 million across 3 awards for crystal methamphetamine harm reduction services. Services will primarily be reimbursed by cost with some payments contingent upon the achievement of deliverables.

Eligible organizations for funding through the upcoming RFP are 501(c)(3) not-for-profit organizations that operate a brick-and-mortar site in one of the five boroughs of New York City. Organizations must have the appropriate licensure and insurance to operate and provide the proposed services. Contracts will last for three years, with the option to renew for two subsequent one-year contracts.

The Concept Paper is available here. Comments and questions must be submitted by November 20th to ETECP@healthsolutions.org. The RFP is expected to be released in December 2021.

DOHMH will host a virtual town hall on October 26th from 2pm-4pm. Registration for the town hall is available here.
