Final Children’s Mental Health Services Standards

On July 17th, the New York State Office of Mental Health (OMH) released a Notice of Adoption in the State Register establishing standards for providers seeking to offer the new single set of Children and Family Treatment and Support Services (CFTSS) to children with mental health needs. Such providers will require OMH licensure under a new category called the Children’s Mental Health Rehabilitation Services (CMHRS) program. The final rule includes minor revisions based on public comments received on the proposed regulations published by OMH in February.

The Notice of Adoption and responses to public comments are available in the State Register here. A summary of the regulations and the CMHRS program is attached. OMH will release forthcoming guidance and informational materials that will further address the licensure process for providers who already have an Article 31 license or have been previously designated by OMH to provide CFTSS to the children’s mental health population.
