Integrated Care for Kids RFP

On April 1st, the New York State Department of Health (DOH) released a Request for Proposals (RFP) for qualified health care entities interested in partnering with the State to participate in the Integrated Care for Kids (InCK) Notice of Funding Opportunity issued by the Center for Medicare and Medicaid Innovation (CMMI) in February. Entities will apply to serve as the Lead Organization in collaboration with DOH to respond to this funding opportunity. State Medicaid Agencies and Lead Organizations who receive awards will partner with community providers to offer integrated access to a set of Core Child Services, focusing on prevention, early identification, and treatment of behavioral and physical health needs, with a focus on addressing opioid addiction issues.

The local Lead Organization who will partner with DOH on this initiative must be a HIPAA-covered entity who:

  • Is a health care delivery system providing primary and specialty care to children, including those with moderate and complex health care needs;
  • Is willing and able to contract for shared savings and/or risk-based payment arrangements (downside risk not required) with Medicaid Managed Care Organizations (MMCOs);
  • Has experience in performance measurement, including quality and efficiency, in collaboration with DOH and relevant MMCOs;
  • Has a minimum of 5 years’ experience working with multiple community stakeholders to address children’s health, including physical and behavioral health; and
  • Has a minimum of 3 years’ experience working with CMS/CMMI, HRSA, SAMHSA, and/or CDC on grants or other funded opportunities.

Attached are (1) SPG’s summary of the CMMI funding opportunity and (2) the DOH RFP for the Lead Organization. CMMI anticipates awarding up to eight partnerships of up to $16 million each. If awarded, the initiative and corresponding funding are expected to begin in early 2020.
