The New York State Department of Health has launched a new series of Children’s Medicaid Health and Behavioral Health System Transformation Update newsletters. The first issue was released on May 18th and provides an overview on current transition efforts, including the State’s submission of a revised 1115 Waiver Amendment and draft Final Transition Plan reflecting new implementation timelines to the Centers for Medicare and Medicaid Services on May 1st. Major components of the updated timeline include:
- July 31, 2018: Voluntary foster care agency (VFCA) applications for Article 29i licenses due;
- October 1, 2018: Current 1915(c) care managers transition to Health Home Care Management;
- January 1, 2019: VFCAs licensed and start contracting with managed care organizations, 1915(c) waiver authorities are merged into 1115 waiver, HCBS moves to managed care benefit, and three State Plan services launch (Other Licensed Practitioner, Psychosocial Rehabilitation, and Community Psychiatric Treatment and Supports);
- July 1, 2019: Family Peer Support Services launches;
- January 1, 2020: Youth Peer Support & Training and Crisis Intervention launch.
The update also provides a list of prior and upcoming webinars and training events, including trainings for the new Children’s Behavioral Health State Plan services.
