OMH Announces $800,000 in Annual Funding for New Peer-led INSET Team
On September 25th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) seeking one not-for-profit agency to start a new Intensive and Sustained Engagement Team (INSET) . INSET is a peer-based model that engages adults who are underserved or who have not found success in the traditional mental health system. It is also designed to reach individuals at risk of involuntary treatment or criminal justice involvement. INSET teams are led by peer support workers, focus on building trust, and aim to reduce hospitalizations and incarcerations. Teams are required to engage with at least 60 individuals per month. More information about INSET can be found here. OMH will award one applicant with $800,000 in annual funding during the five-year contract period.

Eligible applicants are not-for-profit 501(c)(3) agencies located in New York State and operating in counties where INSET does not currently exist. Therefore, applicants seeking to operate in Kings, Monroe, Nassau, Orange, Putnam, Rockland, Suffolk, Sullivan, and Westchester counties are ineligible. Applicants must either be peer-run organizations or have established peer-run programs or departments. Prior to application, the applicant must provide notification of their intent to apply to the Local Governmental Unit (county director of community services) for each county to be served under the program application.

OASAS Announces $9.8 Million in Total Annual Funding for Vocational Rehabilitation Counselors
On September 24th, the NYS Office of Addiction Services and Supports (OASAS) released a Request for Applications (RFA) for not-for-profit organizations seeking to provide employment opportunities for individuals in active treatment and recovery from substance use disorder (SUD). Specifically, OASAS intends to contract with two providers in each of the ten NYS economic development regions, except in New York City, where two providers will be contracted in each of the five boroughs. Each organization will be responsible for hiring or retaining two vocational rehabilitation counselors who will serve as dedicated vocational specialists working in coordination with regional SUD treatment and recovery programs.

A total of $9.8 million annually will be available to fund up to 28 providers across the state. Each contract will provide a maximum of $350,000 per year for up to five years. OASAS intends to fund two providers in each of the following regions: 

  • Economic Development Regions: Western NY, Finger Lakes, Southern Tier, Central NY, Mohawk Valley, Capital Region, Mid-Hudson, Long Island, North Country
  • New York City: Bronx, New York, Queens, Brooklyn, Richmond

Eligible applicants are not-for-profit agencies with a physical location in the region/borough for which they are applying. Applicants must be one of the following: 

  • Residential program (Part 819 or 820);
  • Outpatient Opioid Treatment Services (Part 822); or
  • OASAS State Aid-funded Recovery Centers.

Priority will be given to organizations with experience providing vocational/employment services to individuals with SUD, familiarity with NYC employment systems, a track record of engagement with local employers and the community, and those that use evidence-based practices and strong data systems.

OASAS Releases RFP for Statewide Job Development and Technical Assistance Services
On September 24th, OASAS issued an RFP seeking organizations to provide job development, technical assistance, and training services to support vocational rehabilitation counselors (funded under RFA #25008) who are working with individuals recovering from addiction. Awarded applicant(s) will be responsible for building employer partnerships, generating job opportunities, and ensuring equitable access to services across urban, rural, and suburban communities. Additionally, awardees will track outcomes and help job seekers achieve long-term success.

Two contracts are available, one for Upstate and one for Downstate, each for a five-year term. Bidders may apply for both the Upstate and Downstate contracts but must submit separate proposals for each. Applicants must have at least five years of demonstrated experience providing employment-related services to individuals with significant employment barriers and at least three years of demonstrated experience delivering employment-related services to individuals with SUD or gambling disorders.

NYS Department of Health Announces Over $5.8 Million in Total Annual Funding for Hepatitis C Virus Service Expansion
On September 25th, the NYS Department of Health (DOH) released a three-part RFA to increase equitable access to treatment for people living with hepatitis C virus (HCV). Funding will support providers across the health care system with the integration of HCV care and treatment in primary care settings, the introduction of HCV care in non-traditional health care settings, and the use of telehealth to reach rural populations.

DOH will award over $5.8 million in total annual funding over five years across the following three components: 

  • Component A: Over $2.8 million annually will be available to fund up to nine Article 28 providers to support HCV navigation, care coordination, and treatment in primary care settings. Each contract will provide a maximum of $316,000 per year for up to five years. There will be up to one award in each of the following regions: Central New York, Finger Lakes, Hudson Valley, Long Island, New York City, North Country, Northeastern New York, Southern Tier, Western New York.
  • Component B: Over $1.8 million annually will be available to fund up to six organizations to provide HCV treatment in non-traditional healthcare settings. Each contract will provide a maximum of $316,000 per year for up to five years. Eligible applicants are not-for-profit 501(c)(3) organizations (such as syringe exchange programs or homeless shelters), Article 28 entities, or not-for-profit 501(c)(3) OASAS-certified opioid treatment programs that served at least 250 clients in 2024. There will be up to one award in each of the following regions: Central New York, Finger Lakes, Metropolitan Area, New York City, Northeastern New York, Western New York.
  • Component C: Over $1.1 million annually will be available to fund up to three not-for-profit academic medical centers in NYS to support regional telehealth and telementoring programs for rural and marginalized communities. Each contract will provide a maximum of $384,000 per year for up to five years. There will be one award in each of the following regions: Central New York, Northeast/Hudson Valley, Western New York.
