NYS OMH Announces $2 Million in Funding to Support Health Literacy and Mental Health Among Afghan New Arrivals
On October 16th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) seeking 10 organizations to promote health literacy, coordinate mental health services and facilitate wellness groups through the Afghan Refugee Health Program. Under this program, awardees will be expected to conduct outreach and engagement, raise community awareness of mental health needs, provide mental health services, facilitate wellness sessions, coordinate and provide interpretation and translation services, and market programs to Afghan new arrivals.

A total of $2 million will be available to fund 10 organizations across the state. Each contract will provide a one-time award of $200,000 to be spent through September 30, 2026. Two contracts will be awarded in each of the following regions: New York City (NYC), Long Island, Hudson River, Central New York, and Western New York. Notification of intent to apply should be made to the Local Governmental Unit (LGU) for each county to be served under the program application. Eligible applicants are not-for-profit agencies with 501(c) (3) incorporations.

Questions and answers will be posted on November 19th. Awards are expected to be announced on January 22, 2026 with an anticipated contract start date of April 1, 2026.

NYC DOHMH Announces $250,000 in Total Annual Funding for STI and Sexual Health Services Among Uninsured New Yorkers
On October 16th, the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) released an RFP seeking up to 3 contractors to provide STI and sexual health screening and treatment services to uninsured individuals (including individuals who elect to self-pay) who reside in NYC neighborhoods with the highest case rates of chlamydia, gonorrhea, or syphilis. The goal of the RFP is to ensure and improve the provision of STI services among uninsured New Yorkers.

Contractors must serve uninsured individuals in at least one of the following neighborhoods: 

  • Bronx: Hunts Point – Mott Haven
  • Brooklyn: Bedford Stuyvesant – Crown Heights; East New York; Greenpoint; Williamsburg – Bushwick
  • Manhattan: Central Harlem – Morningside Heights; Chelsea – Clinton; East Harlem; Lower Manhattan; Washington Heights – Inwood
  • Queens: Long Island City – Astoria; West Queens

In addition, contractors must have: 

  • At least one Article 28 clinic in NYC;
  • At least 2 years of successful experience providing STI screening, vaccination, and STI treatment services to uninsured individuals;
  • A location in a priority neighborhood OR at least 2 years of successful experience providing STI screening, vaccination, and STI treatment services to individuals residing in those neighborhoods;
  • At least 2 years of successful experience providing respectful and affirming STI screening, vaccination, and STI treatment services to New Yorkers; AND
  • Demonstrated success embedding racial justice and health equity in their organizations and reducing racial inequities in their workplaces.

DOHMH expects to award up to three contracts with a fee-for-service payment structure. Contractors will be paid a combination of rates per clinic visit and agency-set fees for reports and quality improvement activities. The maximum annual reimbursement amount for all contracts is $250,000. If all three contracts are awarded, the anticipated amount is $83,333 per contract with an annual breakdown of $59,333 for clinical services and $24,000 for administrative services.  The anticipated contract term is six years.

Those interested in attending should RSVP to RFP@health.nyc.gov with the subject “STI RFP PPC Attendee” by October 30th. Questions received by October 30th will be answered at the conference.
