OMH Announces Capital and Operational Funding for a Community-Residence Single Room Occupancy (CR-SRO) Program on Staten Island
On October 9th, the New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) seeking one organization to develop a 51-unit Community-Residence Single Room Occupancy (CR-SRO) housing program on the campus of South Beach Psychiatric Center in Richmond County. The property will be transferred to the awarded applicant for a nominal fee. The service-enriched housing program is intended to serve individuals with serious mental illness and will provide private units, 24-hour staffing, on-site services, and linkages to community services. It is expected that at least 50% of referrals will come from state psychiatric centers, with priority consideration for South Beach Psychiatric Center and state prisons. Individuals with an Assisted Outpatient Treatment (AOT) order must also receive priority access.
 
The award provides ongoing operating support at the current CR-SRO rate ($34,011 annually per bed), with the option to participate in Rehabilitation and Tenancy Support Services and receive supplemental funding ($1,200 per bed). The award will also include OMH Capital funding for acquisition, construction, and development. Applicants who do not require capital may apply for operating funding only. Program Development Grant (PDG) funds in the amount of $9,929 per bed are also available to assist with establishing the units.  
 
Eligible applicants are not-for-profit agencies with 501(c)(3) incorporation with experience providing mental health services to persons with serious mental illness.
