NYS and NYC Opportunities

OMH Issues RFP for Expansion of Partial Hospitalization Programs for Children and Adolescents 
On November 19th, the New York State (NYS) Office of Mental Health (OMH) issued a Request for Proposals (RFP) to support expansion of the Partial Hospital Program (PHP) for children and adolescents. PHPs provide intensive, short-term, medically supervised mental health treatment as an alternative to inpatient hospitalization. PHPs for children/adolescents serve individuals ages 5-18 years who have serious emotional disturbance (SED) and who require medically supervised intervention to achieve stabilization.

Awarded applicants will receive $115,000 in start-up funding, which may be used over a 2-year fixed term contract. Start-up funding may support program staffing expenses, materials and supplies, refurbishment of new or existing space, and development of marketing materials. Once operational, programs will receive ongoing funding from Medicaid and commercial insurance reimbursement.

OMH intends to issue 20 awards statewide, with 8 awards allocated to the following critical need areas: 

  • Central New York
  • Mohawk Valley
  • North Country
  • Southern Tier
  • Western New York
  • Staten Island
  • Bronx
  • Brooklyn

Eligible applicants must have at least one year of experience as an OMH-licensed provider for a child/adolescent program. Applicants may apply for a PHP for children in more than one region, but must submit a separate application for each site they are proposing to open and operate. Applicants may include existing PHPs serving adults that are seeking to update their Operating Certificate by adding a new PHP for children.

Answers to questions will be posted on the OMH website on January 7, 2025.


Private Foundations and Other

New York Health Foundation Issues RFP for Projects that Advance Maternal Health Equity
On November 18th, the New York Health Foundation (NYHealth) released a RFP to support projects that advance maternal health equity, with a focus on addressing racial disparities through high-quality primary care, preventive care, and/or community linkages to care. Through this RFP, NYHealth anticipates awarding approximately $1 million across 5-8 awardees, with individual projects receiving up to $200,000 in funding. Projects durations will range from 12-24 months.

Applicants should identify a specific maternal health disparity in the community or clinical setting that will be addressed through the project. Examples include, but are not limited to: 

  • Integrating postpartum check-ups into pediatric visits;
  • Improving communications about substance use disorder screening to reduce stigma and family separation fears;
  • Using telehealth or remote patient monitoring to supplement in-person prenatal and postpartum care; and
  • Creating or strengthening clinical partnerships with maternal home visiting programs.

Project activities can occur before, during, and/or up to one year after pregnancy and must primarily serve communities of color. Eligible applicants include not-for-profit organizations, for-profit organizations, and academic institutions. Projects may take place in a variety of “primary care” settings (e.g., family medicine, pediatrics, obstetrics-gynecology, behavioral health), and in community-based settings with strong primary care linkages. Clinical-community partnerships between health care providers, community-based social service agencies, faith-based organizations, and/or public health departments are encouraged to apply. Priority will be given to project teams comprising predominantly people of color.
