NYS and NYC Opportunities

DOH Issues RFP for Statewide Fiscal Intermediary Services 
On June 17th, the New York State (NYS) Department of Health (DOH) issued a Request for Proposals (RFP) seeking one qualified organization for the provision of Statewide Fiscal Intermediary (FI) services. As per the 2024-25 Enacted NYS Budget, the State intends to contract with a single, statewide FI to oversee the delivery of FI services for the Consumer Directed Personal Assistance Program (CDPAP). CDPAP allows individuals to choose their own personal care aide to address their home health needs. FI organizations perform administrative and financial functions for consumers within CDPAP. The contract with the single Statewide FI will last for five years, starting October 1st.

Eligible applicants to become the Statewide FI must: 

  • Demonstrate capability to perform statewide FI services with cultural and language competencies appropriate for consumers and CDPAP assistants;
  • Have experience serving individuals with disabilities; and
  • As of April 1, 2024, serve as a statewide FI for another state.

The awarded organization will be reimbursed for both administrative costs on a Per Member Per Month (PMPM) basis and direct service costs according to contracts with managed care organizations or Local Departments of Social Services. The Statewide FI will be required to subcontract with certain entities with existing FI experience: 

  • At least one entity per rate setting region with a record of serving individuals with disabilities and the senior population that has been an FI since at least January 1, 2012.
  • A service center for independent living that has been an FI since at least January 1, 2024.

DOH Issues RFA for HIV/STI/HCV Prevention and Related Services for Women and Girls
On June 11th, DOH issued a Request for Applications (RFA) to support HIV/STI/HCV prevention and related services for women and girls, with a focus on communities of color. There are two components of the RFA: 

  • Component A will provide up to $4.93 million in total annual funding across 16-29 organizations to support HIV testing, STI and HCV screening, health promotion activities, social determinants of health interventions, prevention support services, reproductive and sexual health services, and/or human trafficking support services.
  • Component B will provide up to $275,000 in total annual funding for one statewide award to develop and coordinate at least two training/technical assistance meetings to promote learning, foster cross sector collaboration, and strengthen provider capacity.

Organizations may submit up to one application for each component. Eligible applicants are not-for-profit 501(c)(3) community-based organizations or Article 28-licensed facilities.

OMH Issues RFP for IPS Supported Employment Initiative for CORE PSR Providers
On June 11th, the NYS Office of Mental Health (OMH) issued an RFP to support implementation of the Individual Placement and Support (IPS) Initiative for Community Oriented Recovery and Empowerment (CORE) providers with Psychosocial Rehabilitation (PSR) designation. Through this RFP, OMH intends to award $7 million in total funding during the five-year program period to 18 CORE PSR providers statewide. Funding will support full implementation of the IPS model of supported employment for people with serious mental illness. Funding may be used to cover non-Medicaid reimbursable employment-related services, including but not limited to: 

  • Competitive salary and fringe for at least one full-time IPS Employment Specialist;
  • Staff time and agency resources for participation in IPS training and learning collaboratives;
  • Staff transportation costs related to off-site employment activities;
  • Employment services not covered by Medicaid, such as job development and short-term job coaching; and
  • New York Employment Services System (NYESS) training and implementation.

Funding may not be used for any costs unrelated to the provision of supported employment, including capital expenditures, program fees, and individual wages.

Eligible CORE PSR providers must have (or request to change to) OMH as their host agency for their CORE services and must have served at least 50 unique individuals in CORE PSR from October 1, 2022 through September 30, 2022. Providers previously awarded funding under the 2023 IPS Initiative for CORE PSR will only be awarded additional funding through this RFP if their claims volume for this time period has increased. Organizations that have at least one Assertive Community Treatment (ACT) teams are not eligible to apply, as there will be a separate funding initiative released for such organizations. Contracts are expected to be announced on August 30, 2024 and to begin on January 1, 2025.
