The New York State Department of Health released the final Value Based Payment (VBP) Roadmap under the State’s current DSRIP program (the State also recently released a draft proposal for a DSRIP extension). Changes from the previous roadmap were minor. Notable changes include:
- FQHCs may participate with a non-FQHC lead VBP contractor in Level 2 or 3 arrangements, with members attributed to the lead VBP contractor;
- Total Cost of Care for the General Population arrangements with carved-out bundles or populations will not need to include quality measures for those carve-outs;
- Clarification and encouragement for MCOs, VBP Contractors and CBOs to bi-directionally share de-identified aggregate data prior to the contracting period to set goals and care models.
