NICIP Amendment Released

The Dormitory Authority of the State of New York (DASNY) has released an amended Request for Applications (RFA), available here, and a Q&A document, available here, for the Nonprofit Infrastructure Capital Investment Program (NICIP). Some important amendments include the following provisions:

  • Applications are now due January 29, 2016. Additional questions on amended provisions may be sent to NICIP@DASNY.org through December 16th. Awards will be announced by April 22, 2016.
  • For the purposes of this RFA, an applicant is defined as any entity with a unique Employer Identification Number (EIN), Taxpayer Identification Number (TIN), or Statewide Financial System (SFS) Vendor Identification Number. As such, certain subsidiaries or related organizations of ineligible applicants may nevertheless be eligible. Please note that all applicants must be separately registered and prequalified in the Grants Gateway.
  • If a qualifying applicant does not file its own Form 990, it should complete a Statement of Revenue form (Appendix 4).
  • Eligible technology projects should have a useful life of at least three years. Note that the purchase of mobile phones, tablets, and other portable items would not be considered capital expenses.

A revised summary of the RFA is attached.
