DSRIP Progress Update

On July 27th, the New York State Department of Health (DOH) Medicaid Redesign Team (MRT) issued an update regarding progress of the Delivery System Reform Incentive Payment (DSRIP) program, which completed its second year of demonstration on March 31st. Notable progress updates include the following:

  • Performing Provider Systems (PPSs) have earned 95% of all available funds, totaling approximately $2.4 billion;
  • PPSs have reduced Potentially Preventable Readmissions (PPRs) by 14.9% and Potentially Preventable ER Visits (PPVs) by 11.8%; and
  • PPSs have implemented 95% of project requirements and have met all project requirements for 31 projects through DSRIP Year 2.

The State believes that these metrics show that New York is on track to meet the DSRIP program’s primary goal of a 25% reduction in avoidable hospital use by the end of the demonstration period. Attached is more information on DSRIP Year 2 progress from a presentation by New York State Medicaid Director Jason Helgerson.
