Children’s SPA Services Requirements Grid

Children’s State Plan Amendment (SPA) rehabilitative services are offered under the Early and Periodic Screening and Diagnostic Testing (EPSDT) benefit to Medicaid-enrolled individuals under the age of 21. As part of the Children’s Medicaid System Transformation, starting July 1, 2018, New York State intends to implement six new SPA services. These new services are: Other Licensed Practitioner (OLP), Crisis Intervention, Community Psychiatric Supports and Treatment, Psychosocial Rehabilitation Services, Family Peer Support Services, and Youth Peer Support and Training. The OLP benefit expands the range of licensed practitioners that can independently provide services within the scope of their license to Medicaid-enrolled children. The other services are community-based supports to help children with needs that are not as easily addressed in formal clinic settings, or provide peer-based supports, or de-escalate crisis situations.

The attached document summarizes the six SPA services and various requirements and guidelines for their provision. Please note that the implementation of these services and the timeline for rollout will be dependent on the approval of the State’s waiver and SPA applications by the Centers for Medicare and Medicaid Services.
