Mr. Halvorson joined Sachs Policy Group in 2016 and consults to health insurers, health systems, and technology firms on federal and New York State health care policy, operations, technology and strategic planning.
Prior to joining SPG, Mr. Halvorson spent nearly four years in the New York State Department of Health’s Office of Health Insurance Programs, first as Deputy Director and then as the Director of the Division of Operations and Systems.
Mr. Halvorson was responsible for implementing, operating, enhancing and replacing major systems of the Medicaid program (eMedNY, Medicaid Data Warehouse, the New York State of Health Marketplace and the future New York Medicaid Management Information System).
He oversaw a major expansion of the Division to include prior approval and other operations functions.
During his tenure, Medicaid’s systems were adapted to add nearly one million additional members through the Marketplace due to the Affordable Care Act, while continuing the migration of members to Managed Care, enhancing capabilities to support DSRIP and Health Homes, and initiating the replacement of the Medicaid claims processing system, eMedNY.
In the eight years prior to his state service, Mr. Halvorson held a number of positions with EmblemHealth (and its predecessor HIP), including strategic planning, technological implementation, health and wellness, and e-business. He focused on market analysis, state programs, payment models and the strategic use of technology to achieve health and business objectives.
Jonathan received his Ph.D. and M.A. from Columbia University in the City of New York, and a B.A from Reed College.
